Section A: General Contract Information

Contracting Activity: 60th Contracting Squadron, Travis AFB, CA

Project/Program Name: SimMan 3G Warranty/Mx

Purchase Request/Identification Number: Q-372799

Estimated Contract Cost (including Options): $79,454.00

Section B: Description of the Supplies/Services Required

60th Aeromedical Evacuation Squadron (60 AES) on Travis AFB, CA has a requirement for full service maintenance coverage of the SimMan 3G. Contractor shall perform preventive maintenance services, unscheduled repairs, parts, replacements, bed/room parts qualification, and end user support.

Section C: Justification for Soliciting from a Single Source or Brand Name

Capabilities to maintain this system beyond basic troubleshooting and minor fixes and to perform the requested work do not exist in-house to due to the complexity and proprietary nature of the system. Original Equipment Manufacturer (OEM) support is required for this level of service.

Laerdal is the manufacturer of the proprietary system. Access to proprietary system software, new OEM parts in accordance with AFMAN 41-209 as stated below, and OEM-trained maintenance personnel are required to properly maintain the system.

6.29. Acquisition of Refurbished Equipment and Repair Parts.

6.29.1. The purchase of refurbished or used medical equipment is not authorized. (T-1).

6.29.2. The use of refurbished components is authorized only if provided by:

6.29.2.1. The original equipment manufacturer (OEM). (T-1).

6.29.2.2. An original equipment manufacturer-approved source or subsidiary. (T-1).

6.29.2.3. DoD or VA depot services. (T-1).

6.29.3. Equipment or parts used in the Aeromedical Evacuation system must be purchased directly from the original equipment manufacturer or their authorized distributor. (T-1).

Clinical Management Flight contacted the company's tech support line to verify if the company trains and/or authorizes any third parties the necessary level of system access in order to complete the required services. According to a letter from the Laerdal Director of Customer Care, the company does not train any third parties in the delivery of the requested services (see reference 1).

Section D: Efforts to Obtain Competition

Clinical Management Flight discussed OEM-authorized third-party services for this system with the manufacturer's support representatives. The manufacturer does not train any third parties nor does it grant general software access or administrator-level control as required to perform the requested work due to the proprietary nature of system. Online research did not present any additional sources capable of meeting the government's requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Simulation Center continues to research and evaluate other companies to determine if they are capable of meeting the government's requirement prior to requesting services as single source or brand name requirements. There are no other known sources capable of providing the requested service at this time. Sole Source letter provided by the company.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
