About this file

This document is a Contracting Officer's Determination to solicit from a single source for the Federal Law Enforcement Training Centers (FLETC) Maryland Range project. The determination allows FLETC to directly engage Builders Supply, a small business registered in SAM.gov, for equipment rentals without competitive bidding. The justification is based on the vendor's previous successful performance, ability to provide rentals within 24 hours of award, and the urgent timeline for preparing training facility areas for an upcoming mission increase.

The document cites Federal Acquisition Regulation (FAR) 13.106-1(b) as the legal basis for soliciting a single source when competition will not result in additional savings or qualified vendors. The contracting officer determined that Builders Supply can meet the period of performance, support potential unforeseen rental issues, and provide services quickly, making the sole-source procurement in the best interest of the government. Prices were deemed fair and reasonable based on published rates and previous purchases.
