About this file
This document is a Contracting Officer's Determination for a single-source procurement by the Federal Law Enforcement Training Centers (FLETC), U.S. Department of Homeland Security. The document justifies soliciting Builders Supply as the sole vendor for rental equipment to clear old government-owned training facility areas in preparation for an upcoming mission expansion. The contracting officer determined that competing the acquisition would not result in additional savings and that Builders Supply meets key requirements: they are registered in SAM.gov, classified as a small business, can meet performance timelines, and can provide all requested rentals within 24 hours of award notice. The procurement will be conducted under FAR 13.106-1(b), which allows single-source solicitation when only one source is reasonably available, and the prices are deemed fair and reasonable based on published prices and previous purchases.
