About this file

This document is a Contracting Officer's Determination for a sole source procurement by the Department of Homeland Security's Federal Law Enforcement Training Centers (FLETC). The procurement involves purchasing 7,000 digital certification card packs from Health & Safety Institute (HSI) for first aid and CPR training, with a total contract value of $129,090.00. The contract will be a firm-fixed price acquisition, specifically for HSI Blended Learning Digital Certification Card Packs (G2020) in various configurations for Adult/Child/Infant CPR and First Aid training.

FLETC's Physical Techniques Division requires these specific HSI certification card packs to support training for multiple federal agency programs, including CITP, UPTP, LMPT, CBP, ICE, USMS, NCIS, and other law enforcement training curricula. The sole source justification is based on HSI being the exclusive manufacturer of these proprietary training materials, and FLETC having become an HSI ASHI-certified training facility. Market research confirmed HSI as the only source capable of providing these specific digital certification card packs required for FLETC's training programs.
