A. 1 National Association for Child Care Resource and Referral Agencies Q. 2. What are the current subsidy amounts being paid to the various components?

A.2. As explained in the RFP the subsidy for our State & National program depends on the state in which the care is provided. Rates are those determined by the state. For VISTA and NCCC the rate is no more than $400 per month per child or that rate determined by the state, whichever is lower.

Q. 3. Are original signatures needed on invoices or applications? If they are being completed online will an original need to be mailed in?

A. 3.We need a way to verify that the individual confirms the information in the application and can be held accountable. A legal signature is required until we can find a better way.

Q. 4. Are the providers to be paid monthly?

A.4.Providers are to be paid when they submit an invoice. If the provider submits an invoice more frequently than monthly the contractor may choose to pay monthly only.

Q. 5. What information is needed to show proof of income for all household members? Will participants be required to submit pay stubs, state and or federal tax returns?

A. 5. Documents are needed that can be used to verify income such as pay stubs, letters from employers and other means that may be appropriate. Usually the state lists the documents and information that can be used to verify income and whatever the state requires is acceptable.

Examples of other sources would include: Social Security checks, unemployment compensation, veteran’s benefits, settlements or any other type of income.

Q. 6. Eligibility requires income levels used by the state, is this information collected from tax returns and if so, is it adjusted gross income or total income? Is there a standard definition of income for the program?

A. 6. Income is gross income for all members of the household, total income for the household. It is collected form pay stubs, letters from employers and other means that may be appropriate. Usually the state lists the documents and information that can be used to verify income.

Q. 7. Providers must be licensed but in Attachment 1, it states that if unlicensed they must include the SSN of the individual providing care. Are there exceptions to needing to be licensed and or regulated by the state?

A.7. We use those rules used by the state. Some states allow a family member to provide care.

8. Do you have an estimated start date for the program?

A. 8. Summer 2010.
