About this file
This is a Request for Information (RFI) document issued by the U.S. Army Corps of Engineers, Baltimore District, dated January 20, 2026, conducting market research on the potential use of a Project Labor Agreement (PLA) for the Cyber National Mission Force (CNMF) facility construction at Fort Meade, Maryland. The RFI seeks quantifiable data from large-scale (over $100 million), complex construction projects completed at Fort Meade or in the immediate vicinity within the last 10-15 years that were completed without a PLA requirement. This market research is being conducted to inform whether implementing a PLA on the CNMF project would advance the Federal Government's interests in economy and efficiency or would substantially reduce bidder competition.
Respondents must submit project-specific data organized into two sections: Economy & Efficiency Data (contract values, schedule performance, labor disputes or work stoppages, safety metrics, and quality awards) and Competition & Small Business Data (percentage of work awarded to union versus non-union subcontractors, small business participation rates, and average number of qualified bids received for major scopes of work). Responses must be submitted to Erica Eaton at Erica.A.Eaton@usace.army.mil no later than February 3, 2026, at 4:00 PM EST. All submitted information will be used for internal Government market research purposes only and becomes government property.

REQUEST FOR INFORMATION (RFI)
To: Interested Contractors From: U.S. Army Corps of Engineers, Baltimore District Date: January 20, 2026 Subject: Request for Information for Market Research Regarding Potential Use of a Project Labor Agreement (PLA) for the Cyber National Mission Force (CNMF) Project at Fort Meade, Maryland
1.0 Purpose and Background
The U.S. Army Corps of Engineers (USACE) is conducting market research to inform a decision regarding the potential use of a Project Labor Agreement (PLA) for the planned construction of the Cyber National Mission Force (CNMF) facility at Fort Meade, Maryland.
In accordance with Federal Acquisition Regulation (FAR) Subpart 22.5 and Executive Order 14063, "Use of Project Labor Agreements for Federal Construction Projects," federal agencies are required to use PLAs on large-scale construction projects unless an exception is granted. An exception may be appropriate if a PLA would not advance the Federal Government’s interests in achieving economy and efficiency, or if it would substantially reduce the number of potential bidders to such a degree that adequate competition at a fair price cannot be achieved.
The purpose of this RFI is to gather specific, quantifiable data from recent, relevant construction projects completed in the Fort Meade area without a PLA. This data will be used to develop a comprehensive analysis of the local market and assess the potential impacts of a PLA on the CNMF project.
2.0 Instructions
Respondents are requested to provide data for large-scale (>$100M), complex construction projects completed at Fort Meade or in the immediate vicinity within the last 10-15 years.
Please complete the tables in Section 3.0 below for each relevant project you wish to submit as evidence of market conditions. If submitting data for multiple projects, please replicate the tables for each project.
Responses should be submitted to Erica Eaton at Email: Erica.A.Eaton@usace.army.mil, no later than February 3, 2026, 4:00 PM EST. All information submitted will be used for internal Government market research purposes only.
