Statement of Work for
28th Logistical Readiness Squadron (LRS)
Ellsworth AFB, South Dakota 06 Sept 2023

1. DESCRIPTION OF SERVICES.
1.0. This Installation Specification outlines the Government's objectives for a requirement received from the 28th Logistics Readiness Squadron (28 LRS) for a Computer Numerical Control (CNC) Router machine for use on foam and cardboard material.
1.1. The contractor shall provide personnel, materials, and resources to accomplish the terms and conditions surrounding this installation. The contractor shall provide the primary subject matter experts/analysts and ancillary staff to perform the duties as described below.
Contractor may identify deficiencies, provide suggestions, equivalent or alternative solutions to the work described in this document.
2. SPECIFIC TASKS AND INTENT
2.0. Intent: The intent is for the contractor to provide practical operations including design, equipment, and installation of the CNC Router system for the identified buildings.
3. REQUIREMENTS
3.0. General Requirements. The contractor shall provide all, materials, transportation, labor, management, and other incidentals necessary to meet the requirements as stated in this Installation Specifications. All materials provided shall be new and not refurbished.
3.1. Restoration. After the installation the Contractor must restore to an effective re-establishment of all disturbed areas.
3.2. Project Residue. The contractor shall dispose all residue materials off base and IAW
Federal, State, local, and base environmental laws and regulations.
4. BASE SECURITY REQUIREMENTS:
4.0. Security Requirements. The contractor will ensure pass, identification, and state vehicle registration items required for contract performance are obtained from employees and non-government owned vehicles. Federal agencies are prohibited from accepting driver’s licenses or identification cards from noncompliant states for official purposes.
An installation access entry authority list (EAL) will be provided to the contracting office. The EAL will include at minimum the employee’s name, birth date, and driver’s license number, to include state of issue. This list will be updated when an employee’s status or information changes. The Contracting office will provide this EAL to the Visitor Control Center for processing of installation passes.
4.1. Work Area Requirements. For project member safety (in the event an emergency occurs, and members need to be evacuated and accounted for) as well as base security measures members are required to sign in and out of secured/controlled areas. Daily, prior to beginning work, all members of the work project are required to sign in at the 28 LGRDDC TMO (building 7510) as well as signing out prior to departure.
4.2. Escort Requirements. All work project personnel will abide base rules, regulations, and safety requirements at all times. All work project personnel will heed directions given by escort personnel. At no time, will project personnel, or escort personnel place themselves in harmful or unsafe situations or locations. If there is a question as to the safety of an action, a request for assistance will be made (by contractor or escort personnel) and a supervisor within the 28 LRS Section will respond and investigate the situation.
4.3. Safety. The Contractor shall be responsible for complying with all local, state and federal safety guidelines.
4.3.1. Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of accidental damage to Government property or injury to either Contractor or Government personnel to the Base Safety Office. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Contracting Officer. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
5. MINIMUM TECHNICAL REQUIREMENTS:
5.0. Design Criteria. Contractor shall meet technical and operational requirements as stated in this section below. Contractor shall comply with all applicable local, state and federal requirements regarding the protection of the environment.
5.1. The CNC Router system must be equipped with the following:
5.1.1. 3-axis 5’ x 10’ moving gantry CNC router with a 3-axis industrial controller with LCD color touchscreen monitor. X and Y axes must be/have laser calibration. Minimum of Z-axis shall be 12” of travel. Minimum of clearance under the bridge shall be 9”.
5.1.2. Software to run the machine.
5.1.3. AC digital drives with closed-loop brushless AC servo motors with absolute encoders on all linear axes.
5.1.4 9hp/6.5kw @ 18,000 RPM's (S1), 10hp/7.5kw @ 18,000 RPM's (S6) 220/380V ER32 collet spindle, max speed 24,000 rpm, spindle must be air cooled. Max collet is 3/4".
Must include dust hood.
5.1.5 Automatic tool height sensor
5.1.6 5' x 10' 1" Phenolic 2-Zone Vacuum Table with four (4) 2" automatic solenoid operated vacuum valves for part hold down, must include a vacuum hose connection.
The valves must integrate with the controls and must activate from the console.
5.1.7 Pneumatic pop-up pins for locating/referencing materials (set of four)
5.1.8 5Hp, 48 SCFM, 220 volt, 3-phase oil-less vacuum pump with low pressure vacuum switch.
5.1.9 Must fit within a 183in by 88in space.
5.1.10 Delivery and on-site machine setup and basic operator training.
NOTE: A list of all equipment/material and plans to meet requirements must be submitted with the proposal for review with compliance.
5.2. The contractor shall provide all necessary hardware and equipment.
5.3. All wiring shall be concealed in a manner that matches existing color of walls/conduit.
The contractor shall furnish all required wiring, cables, connectors, and components necessary to connect the various components of the system as required for a completely operable system. The contractor shall dispose of excess or replaced wiring. The system will require hard wiring by the contractor.
5.4. All work shall be done in accordance with manufacturer’s specifications and in coordination with the building facility managers.
5.4.1. Contractor will provide company-owned, privately owned, or rental vehicles for transportation. Contractor vehicles must be properly insured to be driven on the installation.
5.4.2. Prior to arrival, a schedule of proposed times for installation will be coordinated with and approved by Support Section leadership and the building facility managers.
6. MANAGEMENT
6.0. Schedule. The contractor shall provide a schedule that denotes major activities to include time-phased start and completion dates for this project and sub-projects associated with the installation of the components and systems. The Contractor shall establish the project schedule/plan and submit with the technical quote. An informal in-brief on the first day of work and out-brief on the last day will be conducted with Support Section leadership, and applicable facility managers, to go over pertinent information necessary for a smooth workflow.
6.1. Project Manager (PM). The Contractor shall provide the name and contact information for a PM and an alternate(s) responsible for contract performance and continuity.
6.2. Project Site Point of Contact (POC). The Contractor shall designate a POC and alternate(s) who shall be on site during duty hours until project completion. This can be the same individual as the PM discussed above in para 6.1. The Site POC shall be the interface with the Government for all work site communications pertaining to contract performance. The PM and Site POC may be the same person.
6.3. Work Area(s). At day’s end, the installer shall remove all debris and surplus materials from the workplace. Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.
6.4. Period of Performance: The period of performance shall be no longer than 4 months after contract award which includes lead time, delivery, installation and training.
6.5. Hours of Work. The Contractor shall routinely work during normal operating hours of the site, Monday through Friday, excluding federal holidays. Work hours are normally 0730 to 1600, Monday through Friday. However, differing schedules may be coordinated/approved with the LGRDDC TMO Project Manager with at least three workdays advance notice, provided it results in no change in contract price or contract period of performance.
6.6. Regulatory Guidance, Policy, Etc. The Contractor shall comply with all federal laws, codes, regulations, and statutes applicable to performance of this contract. It is the Contractor's responsibility to obtain and adhere to all applicable federal standards.
7. Training, Testing, Support, Warranty and Deliverables.
Upon completion of the installation process, the contractor will provide user training to the designated site staff in accordance with the customer requirements. User training will include step-by-step instructions on the utilization of all features of the Automated Bench Stock system as well as Basic System Troubleshooting. The contractor shall provide operational training to the users and system training to the operators/maintainers as needed.
Any applicable training material will be provided to the Government in both paper and digital copy. The Government shall retain the right to duplicate and distribute the training material for future training purposes.
7.1. Testing Requirements: The contractor shall Engineer, Furnish, Install, Test (EFI&T) and perform all necessary efforts to ensure successful completion of this project and make operational the equipment. The contractor shall provide all hardware necessary to support this requirement. The contractor shall submit industry standard and site-specific test and acceptance procedures for Government review and approval.
7.2. Deliverables. The vendor must provide configuration diagrams. Continuity book
(Manual) to include configuration diagrams/equipment diagrams, equipment lists, and training (How to) must be provided in both hard and digital copies. The contractor shall provide documentation and plan to test the system and demonstrate, to the government, complete functionality of all component and capabilities of the- integrated system.
Documents required include:

3. Manufacturer References / User Documentation
