The quotation must remain valid for a minimum of 90 days and must be submitted by 4:00 p.m. Central Standard Time on August 11, 2026. The offeror must indicate its intention to respond in writing within five (5) business days. The quotation must address all actual or potential Organizational Conflicts of Interest per FAR Subpart 9.5 and include representations regarding covered telecommunications equipment per FAR 52.240-90. RE: Letter Request for Quotation (RFQ) SPRRA2-26-Q-SP04

CNAS Team, The Defense Logistics Agency (DLA) wishes to utilize the 3-Year Indefinite Delivery Indefinite Quantity (IDIQ), SPRRA2-26-D-0009 to procure 12 months of secure storage, workspace, and forklift support for the Tactical Aviation Ground Munitions (TAGM) Field Support Section Maintenance Division Logistics Directorate Equipment at the Cherokee Nation Facility. This award will have two CLINs that supports the inventory management labor (CLIN 0001) and materials / Other Direct Costs (ODCs) (CLIN 0002) of the HELLFIRE Test Equipment located at the CNI facilities at 1236 Jordan Road, Huntsville, AL. The Contractor shall provide secure, environmentally controlled storage, adjacent workspace, and forklift operations support within the Cherokee Nation facility to meet the operational needs of the Field Support Section.

This support enables the housing, inspection, maintenance, preparation, shipment, and safe handling of HELLFIRE Test Equipment, as well as facilitation of new and refresher equipment training critical to sustaining Army Attack Aviation unit readiness.

CLIN 0001 Inventory Management Labor (Firm Fixed Price (FFP))

CLIN 0002 Material Support / Other Direct Costs (FFP)

To comply with this solicitation, the offeror is required to price CLINs 0001 and 0002.

CLIN 0001 shall be FFP as determined by contractor to complete and support inventory management and support for the HELLFIRE Test Equipment.

CLIN 0002 shall be FFP for material support / ODCs as determined by the contractor to complete and support the management of the HELLFIRE Test Equipment.

A. Please adhere to the following timelines: Indicate your intention to provide a responsive quotation to this RFQ in writing within five (5) business days. It is requested that a negative response be accompanied by an explanation. Responses shall be provided to the contracting team identified above.

Your response is requested as soon as possible. If you choose to submit a quotation, it shall be submitted before 4:00 p.m. Central Standard Time (CST), August 11, 2026.

B. Instructions:

1. The negotiated contract (SPRRA2-26-D-0009) shall govern the Contractor’s and Government’s rights and obligations.

2. This RFQ is not an authorization to start work.

3. Please ensure that you read the entire RFQ, prior to submitting your quotation.

Your quotation shall be in full compliance with the instructions of this RFQ.

4. Your quotation shall remain valid for a minimum of ninety (90) days from receipt by the government.

C. Quotation Content/Cost/Price Supporting Documentation. At a minimum, each quotation shall include the following:

a. CNAS shall identify and address in its quotation all actual or potential Organizational Conflicts of Interests (OCIs), per FAR Subpart 9.5, or state that there are no known potential OCIs. If any actual or potential OCIs are identified, then CNAS shall submit a mitigation plan.

b. All communications SHALL be submitted in writing only AND directly to the individual(s)’s email address identified on the first page of this RFQ.

CNAS shall not contact any other Government personnel other than the person(s) identified above. Contacting any Government personnel other than the individual(s) identified above could result in an organizational conflict of interest (OCI).

c. No assumptions, terms, conditions, caveats, or exceptions submitted within your quotation, in response to this RFQ, will be accepted or incorporated into the basic contract. All assumptions shall be addressed and/or resolved through the use of the question-and-answer period.

d. This document may contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751 ET SEQ.) or Executive Order 12470. Violation of these export laws are subject to severe criminal penalties. JCP Certification is required for Export Controlled Items.

e. By submission of its quotation, the Offeror represents that, after conducting a reasonable inquiry (that looks at nay information in the Offeror’s possession but does not need to include an internal or third-party audit) —

1) It will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual

2) It does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services, except as waived by the quotation, or as disclosed in accordance with FAR 52.240-90(g).

Be advised; however, that this requirement has been advertised in SAM.gov website for viewing by the general public. In the event another supplier indicates interest in responding to the requirement as a result of viewing the synopsis, a formal solicitation will be issued to accommodate that supplier.
