Sole Source Justification Summary

This is a Sole Source Justification document (J&A Number 26-095) for a fixed-price purchase order award to Jeppesen Foreflight, Inc. (CAGE: 19580), formerly Boeing Digital Solutions, Inc. The requiring activity is Commander, Naval Air Force Reserve (CNAFR), and the contracting activity is Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Regional Directorate.

The acquisition procures General Dispatch Services for aircraft belonging to Fleet Logistics Support Wing (FLSW) and 4th Marine Air Wing (4th MAW), providing 100% of the Navy's medium and heavy airlift capability. The aircraft portfolio includes 25 KC/C-130T, 19 C-40A, 12 KC 130J, 3 UC-35C/D, and 4 UC-12F/W series aircraft (63 total). Services include 24 hours/365 days worldwide dispatch support, flight crews for extended international missions, detachment-assigned missions with flight release information, in-flight following, route changes, airspace clearance, weather updates, communication information, and emergency assistance. The proposed base period runs from 01 June 2026 through 31 May 2027, with an Independent Government Cost Estimate (IGCE) of $3,969,120.00. Funding derives from Annual Appropriations—Operations and Maintenance Navy Reserve (O&MNR) for fiscal year FY26. A sources sought notice was released on SAM.gov on 9 March 2026 with no responses received. The justification concludes that Jeppesen Foreflight, Inc. is the only provider with the capacity and capability to deliver the complete dispatch support services required, meeting the Navy's mission requirement without adequate alternative sources.
