About this file
This is a Task Assignment Notification under DEP Contract No. SW 230, a state and local contract indefinite delivery vehicle managed by the Florida Department of Environmental Protection (FDEP). The assignment, designated SW 230-4, was issued on May 23, 2016, to Wheelabrator Ridge Energy, Inc. for waste tire site abatement services at the Osborne Reef in Broward County, Florida. The contract is administered by FDEP's Environmental Manager Michell Mason Smith, with Chris Eckert serving as the Contractor's Project Manager.
The scope of services involves the removal, transportation, and processing of approximately 100,000 waste tires retrieved from the Osborne Reef at a depth of 60 to 70 feet. Wheelabrator Ridge Energy is responsible for staging trailers at Port Everglades, receiving loaded trailers from the diving operation, transporting tires to their processing facility or an approved alternative, and processing tires for electricity generation. The contractor must weigh all tires at Port Everglades and again at the processing facility, with the lower weight serving as the basis for invoicing. The fee schedule establishes a unit cost of $1,300 per trailer for transportation (25 trailers) and $70 per ton for processing (250 tons), with a total task assignment amount of $50,000 and an additional $50,000 cost reimbursement allocation. The period of performance runs from May 1, 2015, through December 31, 2016.

SCOPE OF SERVICES
OSBORNE REEF TIRE REMOVAL PROGRAM
The present scope of services is to abate waste tires from the Osborne Reef. The goal of the abatement is to protect the Osborne Reef, ultimately by removing those tires that are currently endangering the Reef, and also to prevent further endangerment to the living Reef and its surrounding habitat. The following outline of services will implement the abatement plan.
I. ABATEMENT AND SITE INFORMATION
A. Tire Processing and Transport
1. Provide, stage, and transport an open top, trailers for loading the tires removed from the ocean floor at Port Everglades, at all times. Three (2) trailers will be staged at the designated area located at Port Everglades Birth 28F, Fort Lauderdale, Florida. Two trailers are to be staged on-location at time of staged trailer pick up. When one trailer is filled with tires, Industrial Divers will notify Wheelabrator for pick up. Trailers must be removed from the Port the following day.
2. Each trailer must be weighed at the Port before leaving the site. The trailers will need to be weighed again on certified scales when they arrive at Ridge Generating Station, Wheelabrator North Broward, or Wheelabrator South Broward. The lower of the two net weights will provide the basis for invoicing.
3. Weigh tickets must be attached to each invoice. Invoices will be itemized according to the “Fee Schedule” as shown in Attachment C. All trucks hauling the full trailers need to be be logged by time, date, and truck identification number by Wheelabrator.
4. All trailers will be hauled to Ridge Generating Station, Wheelabrator North Broward, or Wheelabrator South Broward, and will be processed according to the contractor’s response. All tires will be processed at a Wheelabrator facility for the generation of electricity, as proposed by the contractor.
If the tires cannot be processed for any reason, they must go to an alternate, pre-approved processing facility. Any alternate processing facility or end user must be approved by DEP.
5. All trucks removing tire-filled trailers from Sails Marina by Wheelabrator Ridge Energy, Inc., or its subcontractors, must be registered with the Department as a Waste Tire Collector, if transporting on public roads. Proof of Waste Tire Collector Registration must be provided by a fixed decal on the truck or with driver’s paperwork, as well as proper documentation.

ABATEMENT SPECIFICATIONS FOR THE OSBORNE REEF WASTE TIRE REMOVAL
PLANNED PROJECT – May 2015 – December 2016
Project Parameters
Tire Quantity – An estimated 100,000 tires will be retrieved from 60 – 70 feet of water in the Osborn Reef area and brought to shore at Port Everglades, Florida. This estimate is based on projected diver productivity and may vary with actual experience.
Tire Characteristics
Size – Predominantly passenger/light truck tires, occasional medium truck and a few OTR tires
Contamination – About 80% of the tires are located along the reef in a long narrow accumulation 3-6 tires deep and appear to have limited sea growth, but will contain sea water and sand. Initial removal efforts will focus on these tires because they pose the greatest danger to the reef. Tires located in the outer areas will have more organic matter, sand and barnacles (significant coral growth will have been removed before retrieval), and some of these tires will be removed during the trial to enhance overall project assessment. Tires with organic growth or other aquatic life may cause an adverse reaction upon human contact (for example, stinging sensation), so contractor personnel should exercise caution and avoid unprotected skin contact with retrieved tires.
Current Retrieval Plan
Methodology – (1) Divers will link tires by cable or cargo nets under water; (2) Tires will be raised onto an vessel by a crane and dumped directly into cargo net lined holding area within the vessel deck; (3) The vessel will then proceed to Port Everglades, where the contractor or its designated agent is responsible for loading the tires into the empty trailers in the staging area. The loaded trailers must be transported off the site by the contractor expediently.
Retrieval Rate – Initial estimates range from 300 to 400 per day depending on diving resources, efficiency and weather conditions. Weekly retrieval is expected to be 1,500 to 1,600 tires, weather permitting.
Contractor Responsibility
Objective – All tires retrieved during the project must be promptly removed from site by the contractor and then processed and properly disposed of in accordance with the contract unless otherwise mutually agreed to by all parties due to extenuating conditions.
Incorporation of Contractor Response
Methodology – The Contractor has agreed upon methodology of planned trailer provision, retrieval, whole tire transport destinations, processing capabilities (capacity and products) and planned product markets or disposal locations. The Contractor stated that contamination with minimal sand or organic matter would not impact its planned methods. Maximum costs associated with “normal” processing/ disposal method were provided. Contractor must continue to remove, replace and transport trailers to the designated site, unless otherwise agreed by DEP in writing.
Transportation – The Contractor has agreed to provide, stage and transport up to 2 trailers/week from the staging are to the processing/disposal site, assuming that the vessel loads daily with a loaded trailer each week at the staging area at Port Everglades. Loaded trailers must be transported and empty trailers must

Attachment B, Page 2 of 2 be staged. Loaded trailers must be removed from staging area within 24 hours to minimize any odor impact near the dock areas that also serve passenger ships.
Processing and Products – The Contract describes the processing location, capability, and the basis for identified costs. The Contractor must conform to the response unless otherwise agreed by DEP in writing
Additional Information
Transport - All tires and other wastes will be transported directly to DEP-approved sites (unless otherwise accepted by DEP in writing) in appropriate vehicles in full compliance with all applicable Federal, State and local regulations. The contractor must immediately notify DEP if any tires/wastes are rejected at the approved destination. Rejected tires/wastes may be transported to an approved reprocessing facility and then be returned to the initial destination at the contractor's option and expense. In this case, the contractor must document rejected quantities, reprocessed product and waste quantities, and the ultimate disposal site for any waste quantities.
Weighing - All tires and other wastes will be weighed as they are transported to DEP-approved sites outside of Port Everglades. All loads will also be weighed will provide the basis for invoicing. DEP will designate a scale at a mutually agreeable location. Weight slips will be obtained and submitted as part of the contractor's invoice.
Movement Logistics - If tires are moved to an interim staging area, the resulting storage must be in full compliance with all applicable regulations.
