About this file

This is a Task Assignment Notification under DEP Contract No. SW 230, issued by the Florida Department of Environmental Protection (FDEP) to Wheelabrator Ridge Energy, Inc. on October 10, 2017. The task assignment authorizes the contractor to perform site abatement services at the McCargo Street Waste Tire Site located in Jacksonville, Florida, pursuant to Section 403.709(3)(c) of the Florida Statutes, which authorizes the Department to expend Solid Waste Management Trust Fund resources for tire removal from illegal waste tire sites. The assignment was made by Michell Mason Smith, Government Analyst II, and involves coordination between FDEP project management and the contractor's project management team.

The scope of work requires Wheelabrator Ridge Energy, Inc. to remove approximately 11,000 passenger tire equivalents (110 tons) of whole passenger and truck tires from the site, transport them to a permitted waste tire processing/disposal facility, and ensure all materials are weighed at certified scales before and after transport with the lower weight serving as the basis for invoicing. The contractor is responsible for all equipment, labor, and logistics. The fee schedule establishes a unit cost of $1,870.00 per trailer for transportation and $80.00 per ton for processing, with a total task assignment amount of $29,370.00 for the estimated 110 tons. The period of performance extends from October 10, 2017 through December 31, 2017, with weight tickets required to accompany all invoices. A court order granting injunctive relief grants the Department authority to access the real property during normal business hours to facilitate waste tire removal, with the authority to impose a lien on the site equal to removal and disposal costs.
