(Golder) is pleased to provide the Florida Department of Environmental Protection (FDEP) with this cost proposal for semi-annual groundwater monitoring at the above-referenced site. Golder recommended in the March 2020 Site Assessment Report (SAR), subsequently approved by the FDEP in an electronic mail correspondence dated June 30, 2020, that Natural Attenuation Monitoring (NAM) activities to be completed initially on a semi-annual frequency for the first year with all the wells being sampled and analyzed for chlorinated VOCs.
This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below divided into four subtasks.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager (Ralph F. Mongillo Jr.). The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with FDEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with FDEP Drycleaning Solvent Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the FDEP-approved task assignment.
Mr. Ben Grubbs P13-82530
Florida Department of Environmental Protection October 15, 2020
SUBTASK 2 – GROUNDWATER MONITORING AND IDW MANAGEMENT
(NOVEMBER 2020)
In November 2020, Golder will collect groundwater samples from the following ten monitoring wells: AMW001, AMW004, GMW001S, GMW002S, GMW003S, GMW004S, GMW005S, GMW006S, GMW007S, and GMW002I.
The attached Figure 8 from the 2020 SAR shows the chlorinated volatile organic compound (VOC) concentrations in the nine shallow zone and one intermediate zone surficial aquifer wells.
Prior to groundwater sampling, the water level depth will be measured at the previously mentioned monitoring wells to the top of the well casing using an electronic water level indicator to determine groundwater elevations and flow direction. Groundwater samples will be collected from the wells in accordance with FDEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential (ORP) will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
Groundwater samples will be collected using low flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program (NELAP)-certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated VOCs using EPA Method 8260B. For quality assurance purposes, one trip blank will accompany each sample cooler for laboratory analysis of chlorinated VOCs using EPA Method 8260B.
Golder will temporarily store purge water generated from the groundwater sampling event in a 55-gallon steel drum used to containerize the purge water and treat the investigation derived waste (IDW) on site using Golder’s IDW treatment system. Based on the historical IDW characterization data, the treated purge water will be assumed to be below the regulatory standards. Therefore, Golder will spread the treated aqueous IDW on an impervious surface in locations sufficiently distant from any storm water drains to prevent runoff into the drains. The empty 55-gallon drum will be removed from the site.
An interim deliverable will be submitted via e-mail following completion of the Subtask 2 field activities and receipt of the associated laboratory analytical report. The deliverable will include field documentation, laboratory analytical report, data tables, VOC analytical figures, a brief summary of the results, and recommendations for further assessment, if necessary.
SUBTASK 3 – GROUNDWATER MONITORING AND IDW MANAGEMENT (MAY 2021)
In May 2021, Golder will collect groundwater samples from the same ten monitoring wells that were sampled in November 2020. Prior to groundwater sampling, the water level depths will be measured at each monitoring well to the top of the well casing using an electronic water level indicator to determine groundwater elevations and flow direction. Groundwater sampling and IDW management activities will be conducted using the same methodology described above for the November 2020 sampling event.
SUBTASK 4 – REPORTING
A Groundwater Monitoring Report documenting the results from the November 2020 and May 2021 groundwater sampling events will be completed including a description of sampling procedures, evaluation of analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations. After each event, Golder will update the FDEP GIS tables with the new water level data, field parameter measurements, and chlorinated VOC data; run the FDEP data checker on the completed tables; and submit the updated tables and error report. Additionally, Golder will forward Automated Data Processing Tool (ADaPT) data deliverables provided by the laboratory for each groundwater sampling event.
HEALTH AND SAFETY
Golder will update the existing site-specific Health and Safety Plan for the field work, as needed. The work will be completed in accordance with Golder’s safety policies and procedures. At a minimum, Golder will wear safety glasses, high visibility safety vests, and steel-toed boots. A job safety briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed work is $12,295.95. Golder will tentatively schedule the sampling events for November 2020 and May 2021. Each groundwater sampling event is estimated to be completed in one day with two field personnel. The LOE/CEF cost sheets are included in Attachment A. The following table summarizes the proposed costs and deliverable schedule:
