Supplemental Site Assessment
The Department approves this Task Assignment (TA) based upon the Cost Proposal and Level of Effort (CP/LOE) submitted by Wood PLC on January 24, 2020, and revised on February 26, 2020. The TA includes the updating of the site QAPP along with the installation and sampling of two (2) monitoring wells to a depth of approximately 42 feet below land surface (bls). Three (3) other existing monitoring wells (MW-3, MW-4, MW-5) will be sampled and water levels taken from all seven (7) wells on the property. All samples will be analyzed for VOCs, PAHs, TRPHs, and lead. The interim deliverables will be field notes, logs, and photos and the final deliverable will be a Supplemental Site Assessment Report.

RE: Cost Proposal to Conduct Supplemental Site Assessment Activities Former Colt’s Station Site Trenton, Gilchrist County, Florida FDEP FAC ID No: 21/8508484
Dear Justin, Wood Environment & Infrastructure Solutions, Inc. (Wood) is pleased to provide this cost proposal as requested for additional assessment at the former Colt’s Station site. Please find attached the cost summary spreadsheets for the workplan and QAPP package for the above-referenced site. The scope of work is detailed in the Supplemental Site Assessment Workplan and Quality Assurance Project Plan (QAPP) revised and dated February 26, 2020. The Workplan/QAPP includes a history of the site, site background including previous assessments, a site location map and site map with proposed monitoring well locations.
Subtask 1: Project Management This subtask is for project management and includes a percentage of the overall project fees and has been negotiated as a contract rate.
Subtask 2: Supplemental Site Assessment (SSA) Cost Proposal The work being proposed under this SSA is the same scope of work presented in the Work Plan/Quality Assurance Project Plan (QAPP) dated February 26, 2020. This task covers the level of effort to solicit drill quotes, create new figures and prepare this cost proposal. The SSA QAPP Workplan will provide a brief summary of the scope of work and tables and figures showing the proposed sample locations.
Subtask 3: SSA Activities Under this subtask, Wood will install two additional onsite monitoring wells on the adjacent property to the west of the site. The two monitoring wells will be situated downgradient, west-northwest of MW-4 and northwest of MW-5. FDEP is currently working on site access to this property. The two downgradient monitoring wells will be constructed to the same specifications (diameter, depth, screen interval) as the previous onsite monitoring wells. Depth to water measurements will also be collected. The two downgradient monitoring wells and the three existing monitoring wells (MW-3, MW-4 & MW-5) will be sampled and analyzed for VOCs (including MTBE) using EPA Method 8260, PAHs using EPA Method 8270, TRPHs using the FL-PRO method and lead using EPA Method 6010 by Advanced Environmental Laboratories (AEL) of Tallahassee, Florida.
Per FDEP SOP, at least 7 days will be allowed to elapse prior to sampling the new wells. The monitoring wells will be sampled one week after installation. Depth to water measurements from all seven wells will also be collected.
Three requests for bids were sent out for drilling services and IDW disposal services. Only two bids were received after several requests. Horizon Environmental Services is considered a no bid.
Subtask 4: SSA Report Upon completion of the field activities and receipt of the analytical data, Wood will prepare a Supplemental Site Assessment Report Addendum for the AST area detailing the findings of the most recent SSA activities as described above including updated site figures and tables with historical and new data included for comparison purposes, as well as conclusions and recommendations for the site.
The total estimated cost for the proposed activities is $16,188.81. The supplemental site assessment activities can be conducted once a signed Task Assignment has been received. It is estimated to take two days for the monitoring well installation including travel and one day for the groundwater sampling.
Please call to discuss if you have any questions.
Sincerely, Wood
