SUBJECT: Negotiation Summary – SRP 18 Task Assignment (TA) BF562C
Town of Esto - Former Lamb’s Recycling Facility Facility ID # ERIC_7390 Site Assessment Activities and Report (SAR)
This TA is intended for conducting Site Assessment Activities at the Former Lamb’s Recycling Facility site, located at 1067 North Highway 79, Esto, Holmes County, Florida 32425. The scope of work builds upon the limited Phase II Environmental Site Assessment (ESA) activities conducted by Cardno in February 2020, and subsequent May 5, 2020 Phase II ESA Report conclusions and recommendations. The services are being conducted using federal funds from the State & Tribal Response Program (SRP) cooperative agreement that is administered by the Department on behalf of the U.S. Environmental Protection Agency (EPA).
Subtask 1: Project Management This subtask is a percentage of the overall project fees and has been negotiated as a contract rate. It includes project management, overhead, general and administrative, fringe and other direct costs. The agreed upon cost of this subtask is $1,301.05.
Subtask 2: QAPP/Work Plan, and Health and Safety Plan In accordance with an EPA directive, this subtask includes the completion of a Quality Assurance Project Plan (QAPP)/Work Plan, a Health and Safety Plan (HASP), and to coordinate utility location at the proposed soil boring and monitoring well locations. The QAPP/Work Plan will provide a brief summary of the scope of work, tables and figures showing the proposed sample locations, and laboratory and field quality assurance measures and procedures. The agreed upon cost of this subtask is $2,236.84.
Subtask 3: Site Assessment Activities Under this subtask, Cardno will install seven shallow monitoring wells and collect groundwater samples for analysis of volatile organic compounds (VOCs) via EPA Method 8260, polycyclic aromatic hydrocarbons (PAHs) via EPA Method 8270, total recoverable petroleum hydrocarbons (TRPHs) via FL PRO Method, and RCRA 8 metals via EPA Method 6010. Cardno will also collect 16 soil samples from eight soil borings at step out locations from previous Phase II ESA soil sample locations to analyze for lead and synthetic precipitation leaching procedure (SPLP) via EPA Method 1311. Ten additional soil samples will also be collected from five soil borings to be analyzed for VOCs, PAHs, TRPHs, and RCRA 8 metals via the methods listed above. Soil http://www.floridadep.gov/
Negotiation Summary – Task Assignment (TA) BF562C Former Lamb’s Recycling Facility
ERIC_7390
Holmes County Site Assessment Activities July 31, 2020 www.FloridaDEP.gov samples will be collected from soil borings advanced with hand augers from 0 to 0.5 and 0.5 to 2 feet below land surface intervals. The soil and groundwater samples will be analyzed by Advanced Environmental Laboratories (AEL) of Tallahassee, Florida. The agreed upon cost of this subtask is $19,998.97.
Subtask 4: IDW disposal and monitoring well abandonment Upon receipt of the analytical reports, IDW disposal will be scheduled after the licensed waste disposal facility approves the drums for transport. At that time, it is expected that the monitoring wells will also be abandoned. The agreed upon cost of this subtask is $5,826.97.
Subtask 5: Site Assessment Report A Site Assessment Report will be prepared detailing the field and laboratory results. This report will also include figures, tables, and conclusions and recommendations for any future work. The agreed upon cost of this subtask is $3,511.23.
Summary Cardno received three subcontractor quotes for the drilling work to be done on site, with the lowest coming from Betts. However, Betts submitted an incomplete quote, having not included the costs for well abandonment. Following multiple attempts by Cardno, requesting a complete quote, it was decided to use Preferred Drilling Solutions, Inc. for this project.
The Department’s SRP Contract Manager and Cardno’s Contract Manager have both agreed to the scope of work and associated costs. The final cost associated with this TA is $32,875.06.
Documentation of these costs is included in the Cost Proposal/Level of Effort (CP/LOE) spreadsheets and CP/LOE letter provided by Cardno on June 16, 2020 (revised July 9, 2020 and July 27, 2020), as well as the Task Assignment Form for BF562C prepared by the Department.
The final deliverable must be received by the Department no later than October 23, 2020.

Dear Ms. Crain:
Cardno is pleased to submit the following cost proposal for preparation of a site-specific quality assurance project work plan, an updated OSHA-compliant health and safety plan (HASP), soil assessment activities, monitor well installation, groundwater sampling and preparation of a final Site Assessment Report (SAR) for the above referenced property. The work plan will include the sampling and analysis plan, figures, subcontractor quotes, including laboratory and field quality assurance measures and procedures. The final report will summarize all of the findings and recommendations including, but not limited to tables, figures, field notes, laboratory analytical reports and professional certification. The cost estimate and level of effort spreadsheets are included as an attachment.
Subtask 1:
This subtask is designed for project management which calculates a percentage of the overall project fees as negotiated in the final approved contract rate schedule.

Push versus Sonic Costs Attachments: Former Lamb's Recycling CE 07 09 2020_DEP highlighted.pdf
Hi Beth, I’ve talked with Kelly and we both agree with your reasoning to stay with the current selected drillers. The only thing we need edited on the CP/LOE for the new Lamb’s TA is the removal of ice on both Subtask 3 and Subtask 4, since it is covered under the blanket expendables cost. Please let us know if you have any questions.
Thanks, Megan
From: Beth Norman <Beth.Norman@cardno.com> Sent: Tuesday, July 21, 2020 4:17 PM To: Johnson, Megan R <Megan.R.Johnson@FloridaDEP.gov>; Crain, Kelly <Kelly.Crain@dep.state.fl.us> Subject: Response & Clarification ‐‐‐‐‐‐ Cost Estimate ‐ Lamb's Recycling SAR ‐‐‐ Direct Push versus Sonic Costs
Megan, I checked in with DrillPro (aka Groundwater Protection) to see if they would provide a cost for the well installation via direct push rig versus the sonic rig. See below.
Todd, I just received notice that David is no longer with your firm. Can you please assist?
I am still working with FDEP on the Former Lamb’s Recycling field activities; they asked me to provide them with your well installation costs using direct push instead of sonic rig, to see if we could reduce the costs. I’ve attached your original estimate for your convenience.
To install a 2" well with DPT, we would have to drive the 4" casing and use 2" prepacked screens.
Not sure DPT could get to depth in the clay up there.
Plus, the prepacked screens and the 4" point would be an extra $255 per well.
Sonic is definitely the way to go up there, especially to make sure you get a good well.
With that said, it appears that they are unfamiliar with the geology in the area and Preferred Drilling (aka formerly Huss Drilling) and lowest bid is located in Bonifay.
In addition, we downloaded historical documents (SARs) from the “Friendly Mini Mart” which confirmed that general groundwater flow direction and Huss Drilling had installed the monitor wells and used direct push drill rig(s) with no apparent problem(s).
I’ve attached the email correspondence for your convenience. Feel free to contact me for questions.
Best regards, Norman
