About this file
This is a Task Assignment Notification Form under Florida Department of Environmental Protection (FDEP) Contract No. HW554, issued to APTIM Environmental & Infrastructure, Inc. The task assignment, numbered DC005H, covers environmental remediation and monitoring work at the Best Care Cleaners site (also known as Brickell Bay Cleaners) located at 11660 SW 88th Street in Miami, Miami-Dade County, Florida. The work is managed by FDEP with John Sykes III as the Contract Manager and Eric Kramer, PE, as the Contractor Representative.
Task Assignment DC005H authorizes APTIM to perform a biennial groundwater monitoring event including collection of groundwater samples from five monitoring wells (MW006, MW008, MW009, MW014, and MW015), soil vapor samples from five former soil vapor extraction wells (VE001-VE005), preparation of a Biennial Groundwater Monitoring Report with Soil Vapor Data and DEP Electronic Data Deliverables (EDDs), and disposal of investigation-derived waste (IDW). The work comprises three subtasks: project management, annual groundwater sampling, and soil vapor extraction testing. The total task assignment value is $13,524.03 on a fixed-price basis with no retainage. The final deliverable is due September 25, 2020, with task execution through November 27, 2020. Invoice payment of the full $13,524.03 is conditioned upon FDEP approval of the completed Biennial Groundwater Monitoring Report with Soil Vapor Data and DEP EDDs. IDW transportation and disposal services are subcontracted to Erwin Remediation at a cost of $100.00.

Memorandum
TO: DSCP Site File FROM: John Sykes III, Project Manager SUBJECT: Negotiation Summary, HW560, TA DC0, Change Order # DATE: April 9, 2020
APTIM will perform a groundwater monitoring event (5 wells), obtain soil vapor samples from 5 former SVE wells and submit a Groundwater Monitoring Report w/Soil Vapor Data, DEP EDDs and dispose of IDW generated, per the APTIM April 8, 2020, scope, schedule, level of effort (LOE) and cost estimate (CE).
Subtask 2:
During the site review meeting on February 20, 2020 it was decided that, based on the data from the last groundwater monitoring event, the site should be put back onto an annual sampling interval. Five wells will be monitored during this event. Erwin Remediation is selected as the low-cost provider of IDW transportation & disposal services based on annual quotes on file.
Subtask 3:
In addition to the above groundwater samples, this site had the infrastructure for an SVE system installed but was never operated as an active system due to site access issues. During this mobilization, APTIM will access the VEWs and obtain soil vapor samples. Additionally, a step test will be performed on two of the SVE wells.
Summary:
Final LOE and CE for this TA are 92 hours and $13,524.03, respectively. This LOE and CE are reasonable for the associated scope.

Proposed Scope of Work Best Care Cleaners (Brickell Bay Cleaners) Groundwater and Vapor Sampling Task Assignment DC005H ERIC_4474 (Former FAC ID No. 139601743) APTIM Environmental & Infrastructure, Inc., 4/8/20
Attached, please find the Task Assignment DC005H for the Best Care Cleaners site, also known as facility name Brickell Bay Cleaners, located in Miami, Florida.
The Scope of Work was prepared to perform an additional groundwater sampling event at the former Best Care Cleaners, based on the previous results exceeding the GCTLs.
In addition, the scope of work includes the collection of vapor samples from the five (5) shallow vapor extraction wells installed in 2008.
Specifically, Task Assignment DC005H will include the collection groundwater samples from monitoring wells MW006, MW008, MW009, MW014 and MW015 (5 total wells) as recommended in the most recent Groundwater Sampling Report dated October 3, 2019.
Prior to the collection of groundwater samples, the 15 monitor wells (MW001 through MW015) will be opened for the collection of depth to groundwater measurements. The five (5) wells will be sampled by the micro purge technique utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument with a flow-through cell. The samples will be analyzed for the presence of VOHs by EPA Method 8260.
Based on a project review on February 20, 2020, the collection of additional air samples from existing vapor extraction wells has been included in the subtask. Vapor samples will be collected from vapor extraction wells VE001, VE002, VE003, VE004 and VE005.
See the attached map for the locations of the vapor extraction wells. The wells will be located and prepared to extract subsurface soil gas samples using soil vapor extraction testing equipment. Based on a review of the RAP vapor extraction flow rate calculations, the active gas vapor extraction test will extract subsurface soil gas at an approximate rate of approximately 43 SCFM; however, this rate may be field adjusted as actual conditions dictate. Following 15 minutes of extraction, a soil gas sample will be collected in a Tedlar® bag for submittal to the laboratory for analysis by modified EPA Method TO-15. During the vapor extraction, APTIM will collect vapor samples in a Tedlar bag for field screening with an organic vapor analyzer photoionizing detection (OVA- PID). Upon completion on the vapor sample collection for laboratory analysis APTIM will perform a multi-step vacuum test from VE001 and VE002 to obtain operational data to optimize soil vapor extraction (SVE) operation should active remediation is implemented.
Purge water will be placed into a drum for storage onsite and future pickup and disposal.
Erwin Remediation has been selected to provide IDW transportation and disposal, based on annual quotes procured in January 2020. The analytical results from the monitoring wells will be used for characterization of the waste.
An Annual Groundwater Sampling Report will be provided summarizing the groundwater measurements and analytical results in tables, figures and text including conclusions and recommendations. APTIM recommends the following schedule:
Description Due Date
Collection of Vapor Samples 6/27/2020
Collection of GW Samples 8/28/2020
Submit Letter Report 9/25/2020
Submit GIS/Data Base Update 9/25/2020
Task Expiration Date 11/27/2020
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed between APTIM Environmental & Infrastructure, Inc.
and Florida Department of Environmental Protection No. HW554. APTIM will begin the proposed scope of work upon written authorization.
