Proposed Scope of Work Oasis Cleaners, Inc.
Site Assessment and Reporting Task Assignment DC024B ERIC_4885 (Former Facility No. 419500357) Aptim Environmental & Infrastructure, Inc.
July 30, 2020
The following is the proposed scope of work for DC024B for the former Oasis Cleaners site located in Bradenton, Manatee County, Florida. The proposed scope of work under Task Assignment DC024B includes the onsite assessment of soil and groundwater, as well as the preparation of a SAR summarizing the findings of the investigation. Maps showing the proposed soil and groundwater sampling locations, are attached for convenience.
Please note that the Task Assignment includes $808.00 of additional vehicles anticipated to be required due to travel policies adopted to allow social distancing during the pandemic. The additional Covid-19 vehicle costs are listed as a separate line item in each field subtask and includes 4 days for vehicles ($388) in Subtask 2, and one week ($420) for vehicles in Subtask 3.
Subtask 1-Project Management Project management hours are calculated based on the labor hours anticipated in the scope of work.
Subtask 2 Meeting & MAGS Preliminary Site Activities A preliminary meeting will be held at the drycleaning location, primarily to meet onsite and discuss the proposed scope of work to be performed with the current property manager Ms. Karen Williams
(941) 907-9008. While onsite, if possible, the existing irrigation well, will be opened and gauged to determine the depth of the well. If possible, the irrigation well will be sampled.
Prior to the site visit, access requests will be submitted to the Gardenwood Apartments and the FDEP to allow for access to two properties west of the subject cleaners. If access is obtained, groundwater samples will be collected from existing monitoring wells MW-1, MW-2D, MW-4 and MW-5 located at the Gardenwood Apartments. Additionally, groundwater samples will be collected from monitoring wells DW- 1, MW-10 and MW-13 at the FDEP Brandon Fuel Oil site. The groundwater samples will be submitted to a fixed laboratory for analysis by EPA Method 8260 (VOHs only).
In addition, since known underground utilities exist surrounding the former drycleaner, a geophysical survey including ground-penetrating radar and electromagnetic induction will be performed to mark and document all the onsite utilities. Also, a sewer system video camera inspection has been proposed to see the condition of the existing sanitary sewer lines.
The preliminary site assessment activities will also include the oversight of a professional site survey and placement of benchmarks referenced to NAVD88 east and west of the former drycleaning space in the large shopping complex. Also, any additional offsite property access requests necessary to complete the proposed scope of work will be submitted to the surrounding property owners.
Modified Active Gas Sampling The initial assessment activity at the site will include performing modified active gas sampling (MAGS) to locate potential source areas at the site. The test should assist in identifying the locations of suspected soil and groundwater areas that deserve additional investigation. Eight (8) MAGS locations are proposed inside and surrounding space formerly occupied by the PCE drycleaner, at the locations shown on Figure 9. The 2-inch diameter MAGS extraction points will be installed with a 4-inch concrete core machine and a 3-inch auger to place 5 foot screened interval from 1 to 6 ft bls. If the groundwater is encountered at a depth deeper or shallower than the anticipated interval, the MAGS screened interval may be adjusted to place the base of the screen to within 12-inches of the depth to groundwater. During testing, the locations will be screened continuously with a photo-ionization detector (PID) in accordance with the MAGS procedures, and an active gas sample will be collected at the end of the test. The vapor samples (8 proposed) will be submitted for analysis at a fixed laboratory by modified EPA Method TO-15.
During the MAGS, an SVE extraction vacuum step test will be performed at one location which can be used in design, if needed, and to evaluate if water is entrained by the system within the capacity of the test equipment. The wells installed will be left in place for possible future use in the event active remediation is required, such as soil vapor extraction (SVE) at the site. The wells will be capped, covered with fine sand, and grouted to seal the surface. The grout seal can be removed for future access to the well screens.
Before departure, one shallow well will be hand-installed inside the building at the location shown on Figure 8. The shallow well will be constructed of 1-inch diameter PVC with 5 or 10 feet of fine mesh pre-pack 0.006-inch slotted screen with a 30/65 sand pack and installed as deep as possible, or to 13 or 14 ft, dependent on the depth to groundwater encountered at the site.
Subtask 3 Soil & GW Field Activities DPT Lithologic Core To develop a lithologic cross-section of the site, two (2) continuous soil cores will be installed to approximately 60 ft bls or to refusal. The two lithologic macrocores will be installed by Direct Push Technology (DPT) drilling. The continuous soil samples will be visually characterized and logged onsite by a geologist. Special attention will be devoted to the identification of any clay-bearing layers that may serve as a confining or semi-confining layer. A qualitative moisture assessment will also be logged throughout the entire bore (wet and dry sections). The findings of the lithologic core will be used to construct the proper direct push sampling intervals. The proposed locations for the two lithologic borings are shown on Figure 8.
Installation of Piezometers During performance of the continuous soil cores, the drilling rig will also install four (4) 1-inch diameter polyvinyl chloride (PVC) piezometers screened across the water table to a total depth of approximately 13 or 14 ft bls. The shallow piezometer wells will be constructed with 10 feet of 1-inch diameter, Schedule 40 PVC fine mesh pre-pack screen constructed of a 0.006-inch slotted screen with 30/65 sand pack. The proposed locations of the piezometers are also shown on Figure 8. The piezometers will be completed as permanent monitoring points.
The piezometers and hand installed interior well will be surveyed for elevation and water levels will be acquired to yield a general determination of the direction of shallow groundwater flow on the site.
Thereafter, the piezometers and interior well will be sampled. The groundwater samples will be submitted to a fixed laboratory for analysis by EPA Method 8260 (VOHs only).
Soil Sampling Nineteen (19) hand-augered borings will be advanced to an average depth of 5 ft bls to the water table or to the zone of collapse, whichever occurs first. A geologic log will be prepared from the notes at each bore. Soil samples will be collected from the 6-inch, 2-foot, 4-foot, and 5 to 6-foot depth intervals for fixed laboratory analysis and identification of potential source areas. The proposed soil sample locations are shown on Figure 10. In addition, a miscellaneous sample will be collected from within or near the french drain outside the rear door, if possible. The laboratory samples will be analyzed by EPA Method 8260 (VOHs only) by a fixed based laboratory. Additional material will be collected from each sample location (76 total samples) for possible SPLP extraction and analysis of the leachate for VOHs by EPA Method 8260.
DPT Groundwater Sampling Groundwater beneath the facility will be characterized by collecting three discrete groundwater samples from proposed direct-push technology (DPT) boring locations. Groundwater samples will be collected from twelve (12) DPT locations using a GeoProbe® screen point sampler. The sampler will be advanced to the target depths of approximately 10, 20, and 30 ft bls for a total of 36 groundwater samples. The exact depth of groundwater sampling will be adjusted according to potential semi-confining layers identified during previous assessment activities including the lithologic borings. The groundwater samples will be submitted to a fixed laboratory for analysis by EPA Method 8260 for the presence of VOHs. Onsite DPT groundwater sample locations are shown on Figure 11.
Well Installations After conferring with the FDEP to determine the necessary locations and depths for monitoring wells, based on the site specific assessment data, the proposal includes the installation of three (3) additional shallow and one (1) deep monitoring well. The shallow wells will be installed similar to the piezometers, utilizing a direct push drilling rig. The shallow wells will also be similarly constructed of 1-inch diameter PVC with 10 feet of fine mesh pre-pack 0.006-inch slotted screen with a 30/65 sand pack and installed to a 13 or 14 ft total depth, dependent on the depth to groundwater encountered at the site.
The deep well will be installed by direct push to an estimated total depth of 30 ft bls. The well will be constructed of 1-inch diameter PVC with 5 feet of fine mesh pre-pack 0.006-inch slotted screen with a 30/65 sand pack installed from 25 to 30 ft bls. A two to three foot fine silica sand seal will be installed above the screen and the remaining annulus will be tremie grouted to just below the surface.
Locations and actual installation depths for the monitoring wells will be discussed and approved by the FDEP prior to installation. The proposal funding is currently limited to the 4 additional wells discussed above. If additional wells are deemed necessary, a change order for the additional scope will be requested.
Well Sampling Groundwater samples will be collected from all the piezometers (4), the hand installed interior monitoring well (1) and the exterior shallow and deep monitoring wells (4) and submitted to a State of Florida-certified fixed-base laboratory for analyses by EPA Method 8260 (full list). Three (3) select wells will also be sampled for natural attenuation parameters.
Subtask 4-SAR Reporting The soil and groundwater results will be compiled and summarized in a Site Assessment Report, prepared in accordance with the requirements of Chapter 62-780, the Contaminated Site Cleanup Criteria. Also, the initial GIS database tables will be prepared and uploaded to the FTP Incoming Server.
Field activities will commence in July, upon approval of the task assignment. The work will be scheduled for completion in October 2020. Completion of the SAR report for submittal will follow by November 20, 2020. A Task Completion date should be set for February 26, 2021, to allow for review and approval of the SAR, which will be signed and sealed upon submittal.
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed between APTIM Environmental & Infrastructure, Inc. and Florida Department of Environmental Protection No. HW554. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
