The contract involves multiple design and engineering firms, primarily Gresham Smith as the lead consultant, with subconsultants including DRMP (surveying), Terracon (geotechnical), and Haskell (architectural services). The change order was executed on April 24, 2023, and is authorized under FDEP Contract No. CN215, Task Assignment No. 3, following damage sustained by Hurricane Ian in September 2022.
The change order adds $29,502.00 to the task amount, increasing the total contract value from $855,908.61 to $885,410.61 (inclusive of all previous change orders and reimbursables). The scope encompasses design, permitting, and inspection services for replacement structures including tram bridges, timber boardwalks, utility systems, geotechnical investigations, and design documents for a tram station pavilion, residence building, concession/gift shop, ranger station, gazebo, and roadway improvements. Services are structured as a lump sum agreement with reimbursable expenses not to exceed $29,502.00, including field costs, travel, and per diem. Payment is made upon FDEP approval of deliverables for each task. The project schedule extends through multiple concurrent design phases (30%, 60%, 90%, and final construction documents) with completion tied to permitting milestones and interdependent deliverables across multiple structures and utility systems.

Subtask 6: Timber Boardwalk Design
Subtask 6A– 30% Design – Timber Boardwalk: The Gresham Smith team will perform the preliminary design for a timber boardwalk to replace the previous structure located between the western end of
Tram Bridge #1 and the beach. The boardwalk is anticipated to be approximately 400' long, a minimum of 8' wide, with a wider resting area located approximately midway on the boardwalk, similar to the previous structure. This task will include coordination with the surveyor to establish the survey needs and for file setup. A horizontal baseline will be established to minimize trimming of the existing mangrove trees. Vertical alignments will be investigated to compare the previous alignment and a higher alignment to minimize flooding potential. This subtask will include developing typical sections and establishing rail heights and cost estimates. Cost estimates will be developed for a full timber structure with a composite handrail and an option with a full composite deck and composite railing. A proposed design vehicle with axle loads will be submitted for approval, anticipated to be similar to a fully loaded 4-passenger John Deere Crossover XUV.
Subtask 6B – 60% Design – Timber Boardwalk – The Gresham Smith team will refine the preliminary bridge design based on 30% design review comments and selection of the final typical sections, construction materials, and final alignment. Gresham Smith will coordinate with the geotechnical engineer to establish the design parameters for the pilings and perform the final design of the bridge substructure. Evaluation of tie-down points will be completed, including the alignment of any ramps and approaches required, including a possible ADA ramp at the beach abutment to transition the bridge over any proposed dunes constructed as part of the beach renourishment project.
Subtask 6C –90% Design – Timber Boardwalk – The Gresham Smith Team will develop revised bridge plans, incorporating all required revisions and recommendations from the 60% design. A refined cost estimate, construction schedule, and contract special provisions will be developed.
Subtask 6D – Final Plan Submission – Timber Boardwalk – The Gresham Smith Team will provide final, sealed construction plans, including copies of all design calculations and reports developed for the design.
6A: 30% Bridge Plans will be delivered for review, including cost estimates and comparisons for timber and composite deck designs.
6B: 60% Bridge Plans will be delivered for review, including the results from the geotechnical evaluation.
6C: 90% Bridge Plans will be delivered for final approval by FDEP, including required special provisions and construction requirements.
6D: Final sealed construction plans and special provisions, suitable for bidding.

Task 10 – Residence Building
Subtask 10A - Residence Concepts: Based on the initial site visit and the client's expressed goals and vision for the proposed restorations, Haskell will provide the Architectural services necessary to produce two (2) conceptual design options for the Residence Building. More specifically, the work of this sub-phase includes the following:
Page | 14 o Coordination with Lee County Building Department to determine the allowability of double occupancy duplex residence.
o Confirm the design program with the client for the Residence building option(s).
o Procure "Keys" concept floor plans from the client.
o Produce two (2) conceptual design options for a single occupancy residence and a double occupancy duplex residence (Preferred- if Lee County Building Department approves).
Subtask 10B - Residence 30% Design Documents: This phase includes the Architectural, Structural, and MEP, and Estimateing services necessary to develop further the design for the chosen concept of the Residence
Building. Haskell will proceed with this phase of the work upon completion and approval of deliverable items listed in Subtask 10A. More specifically, the work of this sub-phase includes the following:
