– Rev 7 FDEP Contract #: CN215 TA2

Dear Mr. Sandel

For your review, Gresham Smith has provided a revised proposal summary and man‐hour documentation for the service tasks identified for the bridge rehabilitation referenced above.

The costs are established based on the following:

• LiDAR survey to be performed by DRMP as a subconsultant to Gresham Smith to generate a point cloud survey of the sides of the structure and the top surface.

• Limited site recognizance is included to document the general condition and details of the bridge. Primary details will be assumed from LiDAR survey and existing plan information.

• Major submissions will include 60%, 90% and final sealed plans.

• Coordination for environmental permitting is included, the permitting fees from the agencies and travel costs are excluded.

• Payment for fee items will be based on the agreed lump sum, paid in increments based on completed tasks. Expenses will be reimbursed at cost based on FDEP allowable items (travel, lodging and per diems).

Please review the attached Proposal Summary and deliverables. We look forward to working with the Bureau on this very important project.

Sincerely, Tyler Strickland Tyler Strickland, P.E., J.D., M.S.C.E, RSP1 Project Executive

Project Description: FKOHT Bridge Preservation Shark Channel Bridge

This revised Task Order is to perform final design for the preservation of the historic Shark Channel Bridge (approximately 2,200’ long). The preservation will include an evaluation of existing information to establish the scope of work and cost estimate, and to prepare final design plans (60%, 90% and final bid set) for the preservation in order to re-open the structure for trail use. This proposal includes a limited lidar survey to generate the preservation plans and to identify major areas of distress. Work limits will tie to the existing pavement on each approach as quickly as possible. No pavement markings or signs are anticipated.

This proposal does NOT include underwater survey or inspection, National Highway Institute (NHI) inspection and element inspection. Utility coordination is not anticipated and no effort to coordinate with utilities has been included. It is assumed that the parallel power lines are adequate distance from the bridge to allow for the construction. It is not anticipated that the design will have any impact on the channel hydraulics and a hydraulics analysis has not been included. The preservation design will generally follow the level of detail and plan sheet set up for sample plans provided by FDEP for Niles Channel bridge and the Spanish Harbor Bridge rehabilitation.

Permitting coordination will be performed by Gresham Smith with support from Environmental Science Associates (ESA), currently under contract with FDEP under Contract # CN297. Gresham Smith will provide general permitting coordination with support from ESA related to marine related agencies (National Marine Sanctuary, National Marine Fisheries, and US Fish & Wildlife), Services during construction, additional field investigations, underwater evaluations and related tasks would be covered under a future task order amendment. FDEP will provide all existing plans of the structure as well as sample project plans from other FKOHT projects.

Task 1: Initial Evaluation, Coordination, and Site Review

Description: Evaluation team will review available information and past reports to familiarize themselves with the project, will conduct periodic coordination meetings as well as a kick-off meeting with FDEP prior to field activities.

The team will prepare a safety plan and arrange for field investigation. Project staff will travel to the site, perform the evaluation, and return home in two full days (one night stay). Any additional travel time will not be charged to the project.

• An internal kickoff meeting will be held with key staff prior to field activities. A kickoff meeting with FDEP is not anticipated or scoped.

• Gresham Smith staff will conduct weekly internal coordination meetings to prepare for the field evaluation activities.

• Gresham Smith management and administrative staff will establish organizational, quality control, and cost control measures for the project.

Deliverables:

• A letter memorandum of the field evaluation findings will be submitted following the completion of the field activities.

Re: TWO to FDEP Contract #: CN297

Permitting Requirements Coordination Shark Channel Bridge Preservation Monroe County, Florida

Dear Mr. Strickland:

Environmental Science Associates (ESA) has developed a scope of services and associated fee estimate for initial permitting coordination with select regulatory agencies to identify permit requirements for the bridge preservation work activities. This scope and fee constitute a new Task Work Order under our current contract;

FDEP Contract #: CN297. Given the sensitive natural resources in the bridge vicinity and the multiple regulatory agencies involved, completing this scope of services will better focus the permitting and data collection scope of services needed during the design phase.

SCOPE OF SERVICES

TASK DESCRIPTION

1 Multi-Agency Initial Coordination

Environmental Science Associates (ESA) will complete initial coordination activities with the regulatory/commenting agencies listed below to identify permit requirements considering the location, extent, and nature of the work; identify necessary data collection to support the required permitting; and to establish a tentative permitting timeline for the project.

ESA will coordinate with the following agencies. This is not an all-inclusive list of all agencies requiring coordination, but ESA understands that Gresham Smith or other team members will handle coordination with other agencies or municipalities.

• U.S. Fish and Wildlife Service (USFWS),

• National Marine Fisheries Service (NMFS),

• Florida Keys National Marine Sanctuary (FKNMS).

Coordination will be completed using virtual communication methods such as telephone call, email, or virtual meeting via Teams, Zoom, or similar platform, as preferred or most effective for each agency. No in-person meetings are included in this initial coordination effort, for cost-saving.

ESA will also coordinate with Gresham Smith and other applicable team members about the proposed bridge rehabilitation/preservation activities and impact avoidance/minimization options that can be discussed with the regulatory agencies.

mailto:tyler.strickland@greshamsmith.com

Deliverables:

• Summary minutes/memo(s) detailing the results of the coordination with each agency and

• Final memo detailing permit requirements of each agency contacted, data collection needs, and tentative permitting timeline.

Cost Plus Fee for Task 1 Not to exceed $2,848

ASSUMPTIONS

Please note that the following assumptions were used for development of the scope of services and associated fee estimate.

1. Client will provide project rehabilitation design information/alternatives/considerations for ESA’s use during the initial permit coordination.

2. ESA will solicit input from the regulatory and commenting agencies but cannot guarantee that said agencies will offer project-specific guidance.

3. Scope of services does not include any field surveys for wetlands, protected species, or aquatic/marine habitats. Field surveys will be conducted after initial agency coordination provides clarification as to the level of survey effort required.

4. Scope of services does not include data collection, preparation of permit applications, or development of mitigation plans.

5. ESA will pay no fees on behalf of the client/owner.

FEE ESTIMATE

The fee estimate totals $2,848. Task 1 will be billed as a Lump Sum fee, consistent with the approved rates and terms of our existing contract, upon delivery of the deliverables detailed above. Maximum fee will not be exceeded without written modification of this agreement, agreed by both ESA and Client. If these terms and conditions are satisfactory, please prepare a TWO sub-agreement for our signature. Thank you for the opportunity to provide this additional work effort. If you have any questions or require additional information, please call me.

Sincerely, ENVIRONMENTAL SCIENCE ASSOCIATES
