Task 2: Bridge Evaluations Description: Perform an evaluation of the Bahia Honda Bridge (approximately 1 mile length) and the southern portion of the Seven Mile Bridge (approximately 4.5 miles length) to observe and document the apparent bridge condition and to determine potential locations for immediate demolition, short-term remediation and a long-term plan for preserving any possible portions of the bridges. Visual evaluation will be conducted by boat with supplemental binoculars. Drone coverage of the structures including video and still photography will be obtained during the second week.
• Subtask 2A – Bridge Field Evaluation o For the Bahia Honda Bridge, the evaluation limits will include the 9-span girder system to the south and the truss spans from Span 10 thru 33. The northern 2 spans (35 and 36) are not included, as these are planned for reconstruction by others. We will visually observe and document all apparent deterioration. No form of sounding or physical testing of the elements will be performed due to the advanced deterioration of the structure.
o For the Seven Mile Bridge Structure, the evaluation limits include the steel girder segments south of Pigeon Key (approximately 16,000’) and the concrete arch segment (approximately 5,600’) south to the rehabilitated fishing pier segment. The most southern segment that was previously rehabilitated as a fishing pier is not included. Particular attention will be given to the overhangs, brackets, and failing portions of the deck. No form of sounding or physical testing of the elements will be performed due to the advanced deterioration of the structure.
o Local boat rental will be coordinated to provide visual access.
o Field work is estimated to require 14 days of evaluation and investigation, including the drone flights and documentation. Extended workdays are estimated, and all field work will be conducted in consecutive days, including weekends. Two bridge engineers will be present at all times, including at least 1 National Highway Institute (NHI) Certified Bridge Inspection Team Leader.
o Upon mobilization to the sites, all work is budgeted to be completed in consecutive days.
Should unplanned weather events, such as a tropical storm, excessive wind, or other safety concerns cause delays in the field investigations, additional fees would be warranted and requested to account for extended lodging costs and non-productive time.
• Subtask 2B – Drone with Video/Photos o A Gresham Smith FAA certified drone operator will be utilized for an estimated 4 days in the field, plus editing time. Drone coverage will be completed utilizing a DJI Phantom 4 Pro portable drone, or similar device.
o Drone coverage will include a video of the entire deck surface to document the existing condition. Photographs of each span and selected detail of severe deterioration will be taken from each side. Digital copies of the videos and photographs will be provided to FDEP.
o Time is included in the Environmental/Drone Operator category to edit the video and to edit and categorize all of the digital files and photos.
• Subtask 2C – Quality Control o Gresham Smith’s Project Executive/Chief Engineer (Tyler Strickland) will perform a QC review of the field activities to ensure that all safety requirements are met and that the field evaluations are being performed in accordance with the agreement and company requirements.

Task 3: Bridge Evaluation Report Description: A report will be prepared and submitted for each bridge to document the findings of the field evaluation as well as to provide recommendations for immediate, short-term, and long-term time frames on potential demolition and rehabilitation options.
• Subtask 3A – Bridge Evaluation Report Preparation o A separate report will be compiled for each bridge. The report will include a description of the bridge and the major components, sketches of major deterioration, a span-by-span documentation of the apparent current condition and recommendations for potential future repairs or demolition. Recommendations will include immediate, short-term, and long-term options for the basis of budget development and future planning purposes only – it is anticipated that any additional work that may be required to implement such recommendations would be completed under a separate task order or by others.
Immediate Repairs – Repairs to address immediate safety concerns that can be completed by maintenance staff or under an emergency contract (by others), such as falling concrete and loose steel members.
Short-Term Repairs - Similar safety repairs, potentially developed into a bid package for planned letting (by others). Include removal of select portions of the structure or site protection.
Long-Term Options – Develop potential options to demolish and/or rehabilitate portions of the structures to be used for future planning and budgeting. Historic impacts and NEPA requirements and review would require a separate, future study to obtain environmental clearance.
o Cost estimates will be included for each option. Cost estimates will be a high-level based on average past costs for similar work; similar to the cost estimates provided in earlier studies for these bridges, in order to sensibly establish program budgets and compare options.
o Copies of all field notes and support information will be included.
o The report will not include typical AASHTO Element Level Inspection or Condition Assessment
Scores and information due to the scope being a visual evaluation and not an NHI/FDOT inspection.
o The final reports will be signed and sealed by the Engineer of Record, a licensed Florida P.E.
o A draft report will be submitted for each bridge for review by FDEP. We anticipate that the report can be reviewed with FDEP as a virtual meeting using Teams for video presentation of findings. Any additional presentations to other agencies are not included in this scope or budget.
o Review comments on the report from any other agencies, including FDOT, should be included in the initial review comments provided by FDEP. Responding to multiple reviews following the initial submission is not included. A final version of the report will be signed, sealed, and submitted to FDEP within 2 weeks of the review meeting and receipt of all comments.
• Subtask 3B – Report QC o The final evaluation report will be reviewed for quality control by a separate licensed Florida
Professional Engineer, not included in the evaluation and report preparation activities.
Page | 9
• Subtask 3A – Draft evaluation report for each bridge will be submitted in digital (pdf) format, including copies of representative photographs. Photographs and videos will be submitted in appropriate format (jpg, mov, etc.)
• Subtask 3B – Final sealed report and QC verification form will be provided, signed by the responsible PE.
Performance Measure: Deliverables will be reviewed by the Florida Department of Environmental Protection
