This Task Assignment Change Order 1 is to perform additional services related to Post Design Services not originally included in Task Assignment 2 for the design of the Shark Channel Bridge Rehabilitation. The work included in this Change Order is to perform a bat survey to ensure bats are not roosting in/on the structure prior to construction which could cause a construction delay; to prepare bridge documentation to satisfy agency permits, and to perform periodic site reviews during construction to ensure that the work is progressing in accordance with the design plans.
Full time Construction Engineering and Inspection (CEI) is not included in this proposal and day-to-day construction oversight will be performed by FDEP.
The following reflects the proposed Change in Task Amount:
Item Reimbursement Fixed Fee Total Original Task Amount $ 10,838.00 $ 282,500.05 $ 293,338.05 Task Amount Including all Previous Change Orders $ 10,838.00 $ 282,500.05 $ 293,338.05 Net Increase/Decrease in Task Amount for this Change Order

Task 9: Roosting Bat Survey/Document Conditions
Description:
Environmental permits have been obtained for the project. Species specific surveys and permits have not been requested by the regulatory agencies; however, roosting non-listed bat species are not typically included in permit conditions or requirements. While listed (threatened or endangered) bat species are not anticipated within the project limits, other native bat species may roost in the deteriorated bridge. Based on ESA coordination with bat experts and FWC bat biologists, little is known of bat roosts within the bridges in the Florida Keys. Therefore, the potential exists for bats to roost within the crevices and voids of the existing bridge, which are numerous given the condition of the structure.
The discovery of bats roosting within the bridge could result in construction delays. Typically, when bats are identified with a structure, they are excluded from the structure outside of the maternity season (April 15 to August 15). Given the safety concerns that would be associated with exclusion device installation, bat exclusion may not be a viable protection alternative. Coordination with FWC would be required and the project could have construction restrictions placed on it during the maternity season.
Environmental Science Associates (ESA) will complete a field survey of the existing bridge structure to identify the presence of roosting bats. Presence will be determined based on the observation of individual bats or signs (e.g. guano, etc.) that bats may be present. The visual survey will be conducted by watercraft that will be operated outside of the bridge footprint to avoid safety concerns associated with falling debris.
Deliverables:
• A summary memorandum of the field evaluation findings will be submitted following the completion of the field activities.
Performance Measure: Deliverables will be reviewed by the Florida Department of Environmental Protection (FDEP) within two weeks of submittal to confirm they are complete, accurate, and timely.
Assumptions:
Please note that the following assumptions were used for development of the scope of services and associated fee estimate.
1. Scope of Services does not include FWC coordination or permit efforts.
2. Bat survey or exclusion activities beyond this visual survey are not included.
3. Species-specific bat surveys for listed bat species are not included.
4. No additional post-design services are included, such as compliance coordination, turbidity monitoring, or similar.
