Project Description: Lover’s Key State Park Change Order 1 – Bridge Repair Tram Bridges – Rev. 3

This Task Order Change Order 1 is to perform the necessary bridge repair detail plans and RFI Responses during construction; to allow for multiple daily dump truck loads to cross the existing concrete tram bridge structures to support the beach restoration at Lovers Key State Park. Approximately 3,000 loads during the project are anticipated at 21 Tons per loaded, 3-axle trucks.

On September 23, 2022, Hurricane Ian made landfall in Florida a affected many attractions within the state. One of these is Lover’s Key State Park. The damage was considered major with anticipated work needed for existing bridges, boardwalks, pavilions, roadways, utilities, tram stops, ranger stations, and residences, and beach restoration. The existing concrete bridges exhibited minor damage; but remained generally in-tack and operative. The Florida Department of Environmental Protection hired JGP Structural Group, Inc to inspect the two concrete tram bridges following Hurricane Ian.

This proposal includes developing repair details for supporting the undermined approach slab of Tram Bridge 2, and completing crack repairs to the substructure, and responding to contractor RFI’s during the CM and construction phase.

Task 2: Bridge Repair Details and RFI Responses

Description:

• 2A –Bridge Repair Plan Development – The Gresham Smith Team will develop sketches or plan sheets for anticipated permanent repairs to the Tram Bridge required to allow the sand-filled dump trucks to repeatedly cross the bridges for access to the beach. Repairs include slab jacking/grouting under approach slabs, and concrete/crack repairs to select bridge bents. Railing repairs and miscellaneous bridge repairs will be deferred until future tasks. Two, sealed plan sheets are anticipated.

• 2B – RFI Responses – The Gresham Smith Team will provide responses to technical RFI’s submitted by contractors during the bid and construction phase. A maximum of two RFI responses are anticipated.

Deliverables:

• 2A – Sketches/plan sheets of proposed repairs to provide to the Construction Manager with associated cost estimate.

• 2B – Technical response memos for a maximum of two RFIs, or a final repair memorandum will be submitted to confirm completion of these repairs.

Performance Measure: Deliverables will be reviewed by the Florida Department of Environmental Protection (FDEP) within two weeks of submittal to confirm they are complete, accurate, and timely.
