About this file

This is a Request for Information (RFI) and Sources Sought Notification from the Federal Emergency Management Agency (FEMA) for Consumable Medical Supplies (CMS) kits and individual items. FEMA seeks to identify vendor capabilities to assemble and deliver medical supply kits for disaster shelter support, covering both steady-state stock replenishment and emergency response operations within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations.

The document details a comprehensive list of 108 medical supply items ranging from antibacterial wipes and diapers to specialized medical equipment like catheters, oxygen regulators, and blood glucose meters. Each item has specific quantity requirements for a 100-200 person shelter over a 72-hour period. The RFI requests vendors to respond to detailed questions about their capabilities, including packaging specifications, delivery timeframes, transportation methods, and potential challenges with a firm fixed-price contract. Responses are due by 10AM EST on Wednesday, June 25, 2025, with submissions limited to 5 pages and required to be in Microsoft Word or PDF format.

B. Background

Historically, there has been an absence of adequate and appropriate shelter support and care for sheltered disaster survivors who require Consumable Medical Supplies (CMS) resources. The provision of Consumable Medical Supplies (e.g., medications, diapers, and bandages) are medical supplies which may be ingested, injected, or applied and/or are one-time usage. The CMS list herein has been developed by the Federal Emergency Management Agency (FEMA) Mass Care Functional Needs Support Services (FNSS) review group.

This document identifies the basic consumable medical supplies necessary to sustain and support a 100-200 person shelter for a 72 hour period, which FEMA may provide as supplemental assistance to shelter providers when requested by a State; pursuant to Section 403 (b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law 93-288) as amended.

C. Objectives

For Market Research Only- FEMA is seeking information regarding vendor capabilities to assemble and deliver Consumable Medical Supplies complete kits and/or individual CMS ala carte items (identified in Attachment 1) in both steady-state to maintain stock levels and for Emergency Response/Surge Operations to designated locations/shelters within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) delivery locations.

DEFINITIONS:

• Steady State: Commodities required for stock replenishment during normal operations in preparation for emergency response requiring a response time of thirty (30) days.

• Emergency Response/Surge Operations: Commodities required for immediate need in support of national emergencies such as man-made or natural disaster and National Special Security Events requiring a response time of forty-eight (48) hours.

D. Conditions

The following are additional considerations for the requirement:

1. Packaging

This requirement is to have Consumable Medical Supplies kits packaged in tri-wall containers. The tri-walls shall be on 48” (Length) x 40” (Width) four-way pallet and have a height no higher than 30” and/or the CMS kits can be packaged in the vendor’s standard commercial container and shipped on industry standard size pallets (48 inches length by 40 inches width, 4-way wooden pallets) not to exceed 30 inches in height. Stretch wrap shall cover all sides (excluding the top and bottom) with a minimum of (10) layer of stretch-wrap. The contractor shall label each sealed tri-wall/pallet in accordance with the following minimum requirements:

(1) A packing slip that details the components Item Number (example 0001) identifying the commodities within each respective pallet

(2) The tri-walls/pallets shall be labeled to identify the kit number, contents, and quantity of each item

(3) The name and place of business of the manufacturer, packer, or distributor

(4) Net quantity of contents in terms of weight, measure, or numerical count (measurement must be in inch/pound units)

2. Delivery

Preference is for the vendor to provide transportation of the Consumable Medical Supplies kits to the potential delivery locations (may include multiple stops). The vendor must have the CMS kits palletized and must use the required transportation vehicle as deemed necessary for transfer of products (20’- 53’ containers, lifted box trucks, pallet jacks, if needed). The warehouse must be capable of providing the labor and material handling equipment to begin uploading the inventory and provide transportation to destination within 48 hours of FEMA’s notification to the vendor. Proper documentation of truckload contents must accompany each container. It is responsibility of the vendor to provide their truck drivers with pertinent Personal Protective Equipment (PPE) while working under pandemic conditions. During disaster response, shall have the capability to provide the delivery services 24 hours a day, seven (7) days a week.

3. Potential Delivery Locations (CONUS and OCONUS)
