ARCHITECTURAL
I. INTRODUCTION
The Centers for Medicare and Medicaid Services (CMS) has an on-going Back on Campus initiative in support of the HHS Reduce the Footprint mandate. The goal of the Back on Campus initiative is to close out leased spaces to allow for all CMS staff to work collaboratively on the main campus in Woodlawn, Maryland. Beyond the additional collaboration possibilities, the consolidation also allows for a significant reduction in long-term cost related to leases and operating cost. In support of the Back on Campus initiative a Master Plan was developed for the Woodlawn headquarters. This document was completed in May of 2018. The Master Plan assessed overall campus capacity to support the consolidation. New space standards were studied that allowed for an optimization of the existing office area on campus. The following project entails the first phase of the Back on Campus initiative.
Scope of Work The project consists of four areas on the CMS HQ Campus. Those areas are referenced as Area 1 through Area 4 in the SOW. Areas 1 through 3 function as office spaces and will be renovated to be in concert with the CMS Phase 1 Project office spaces. Renovations will include floor, wall and ceiling finishes, lighting, MEP, fire protection, telecom, and AV systems. Area 1 and Area 2 include the renovation of public restrooms. In addition, Area 1 and Area 3 include the renovation of corridors as an alternate scope of work. Area 4 is the Main Lobby, located in the Central Building on Level 1. Work in Area 4 will be based around a concept developed through a lobby study by MGA. New conceptual development is not required for Area 4. Work will consist of casework, floor patching, electrical, telecom and tss relocations.

Overall Vision and Goals
• Improve the health and wellness of building occupants
• Modernize office spaces
• Improve main building entry security screening and overall first impression experience
• Modernize and improve the image, experience and process within the badging area

• Rearrangement of suite’s tenant layout, position and relocation of various groups to meet adjacencies and security requirements

Greater control over the level of privacy and the flexibility to move their work.
• Flexibility - better experience in which the user can easily shift between group and solo work in both physical and digital environment.Embrace multi-use spaces that can support diverse types of activities.
CMS Culture The driving goal of CMS in this project is to support a workforce that is mission driven, flexible for reorganization, works collaboratively at all levels and is increasing telework and desk share programs Post-Covid reality.
The architectural scope of this project completes a series of workplace renovations which allow employees from nearby leased office buildings to move back on campus into a modern workplace and improve the existing workplaces with modernization. The projects will advance the overall goals of the masterplan and provide a significant area to test the new workplace layout and improved amenities, including the modernization of the Campus Lobby.
Per the MGA masterplan, CMS is collaborative across all levels of the agency, because of the many relationships with groups and divisions that work together.

MEPFP Scope of Work
HVAC:
Design Criteria: The heating, ventilation and air conditioning systems shall comply with the requirements of the P100 all other governing agencies. The HVAC System will be designed to provide superior environmental conditions associated with office buildings.
ELECTRICAL:
The majority of the open office, closed offices, and conference rooms on this level will be demolished and replaced with new program largely matching the profile of the existing. All electrical panel boards are intended to be reused to serve the newly renovated program on this Emergency power is intended to be re-fed from existing panels
LIGHTING:
Areas 1, 2 and 3: New light fixtures in these areas to be added for each of the following spaces, quantities to be determined upon development of reflected ceiling plans.

Separate zones to be considered are: Lobby Desk; Lobby Walls; Circulation space; Security screening areas;
Lobby waiting areas. A programmable lighting scene controller shall be provided as well as automatic daylighting controls and time clock control.
FIRE ALARM:
New fire alarm devices(smoke detectors, speakers, strobes will be provided throughout the area of work per new layout and will be connected back to existing terminal cabinets.
PLUMBING:
Restrooms at SLL and C2. Plumbing fixtures in the core bathrooms will be removed and replaced in their existing locations with new.
Wet Pantry. Cold water will be supplied by a connection from the existing core toilet space.New pantry sink, all pantry appliances, and a new ceiling mounted 10-gallon water heater with leak detection.New sanitary and vent lines from the new pantry sink and drinking fountains will tie into the existing stacks in the core bathrooms.
Sanitary piping shall be run at the ceiling of the floor below at a minimum pitch of 1/8” per foot. An alternate price shall be provided for an ejector pump for the pantry sink in the event the sanitary routing is not achievable at the ceiling of the floor below.
FIRE PROTECTION:
The existing sprinkler heads, branch piping, and portions of sprinkler main in the area of work will be relocated as needed. Installation of new sprinkler heads, branch piping, and portions of sprinkler main will be installed to accommodate new architectural design. All existing heads in areas not in contract shall remain as-is.
Refer to Mechanical, Electrical, Lighting, Plumbing, Fire Protection, Life Safety, Telecommunication, Security and Audio Visual Report narrative for in detail description of the scope of work.

II. SUSTAINABILITY
Benchmarking
The scope depth of this renovation does not lend the project the opportunity to meet or exceed GSA’ s listed targets as defined in P100 Section 1.7. However, the GSA does provide guidance for the project type: Space Reconfiguration and Renovation Projects. Given that CMS Back to Campus falls under this category this project will follow the guidance and meet the following criteria. The LEED-based criteria is in bold followed by additional previously discussed project goals that will support both the GSA guidance and LEED for Commercial Interiors standards.
MECHANICAL EQUIPMENT
- No basebuilding HVAC system modifications in this scope. The assumption is that the basebuilding systems are in compliance;
- As an alternate to b.o.d. at all open office to provide separate control zone and controls capable of sensing space conditions and modulating system in response to space demand, for each solar exposure and interior space.
o No basebuilding HVAC system (e.g. motor) modifications in this scope. The assumption is that the basebuilding systems are in compliance.
o Increase thermal comfort in designated zones o Provide occupants control via diffusers o Provide energy star appliances for all newly installed equipment (by others)
ELECTRIC LIGHTING
- Ensure a lighting power density reduction below ASHRAE 90.1-2010 by at least 20%:
o Daylight responsive lighting at the perimeter o Provide task lighting at works stations to introduce occupant control o As an alternate to b.o.d. at all spaces to provide the option of circadian rythm to mimic outdoor conditions o Provide occupancy sensor lighting controls for min. 75% of connected lighting load:
o Introduce vacancy sensors in conference rooms, offices and other fully enclosed spaces o Introduce vacancy sensors in open office areas that will dim light fixtures when unoccupied
DAYLIGHT
Provide daylight responsive controls (switch or dim) in all regularly occupied daylit spaces within 15 feet of windows, for min. 25% of connected lighting load.
o Maintain foot-candle levels at 30-50 on work surfaces o High reflectance of ceilings, walls, and furniture to bounce light deeper into space o Higher level of Tvis for north facing windows o Investigate interior light shelves to drive light deeper into space o Use cubicle partition height no greater than 4’6”

WELLNESS
• Focus should be on creating thermally and visually comfortable environmental for occupants.
• Introduce sound control via acoustic ceiling tiles, carpet and/or hanging partitions. Carpet to reduce between 12dB and 30 dB and, as an alternate to provide at transitional or move social areas, luxury vinyl tile with sound choice backing to reduce up to 16 dB
• Minimize infiltration through walls and newly replaced fenestration.
THERMAL COMFORT
Meet ASHRAE 55-2010, Thermal Comfort Conditions for Human Occupancy - owner to confirm if the following is desirable - provide thermal comfort controls for 50% of individual occupants and all group, multi-occupant spaces. Thermal comfort controls allow occupants to adjust at least one of: air temp, radiant temp, air speed, humidity.
o Provide controllability to the occupant via the diffusers o Goal is to eliminate personal conditioning devices, e.g. space heaters
MATERIALS
Provide space for the collection and storage of paper, cardboard, glass, plastic, and metals AND batteries, and electronic waste.
o Reduce, reuse, recycle, compost, or recover solid waste streams (with the exception of hazardous and medical waste), thereby resulting in no waste disposal to landfills or incinerators. Pertains to operation of the building and excludes Construction & Demolition waste.
o Promote better indoor air quality through proper choices of materials via transparency of ingredients, e.g. EPDs, Declare Labels, etc.
o Source low emitting materials for at a minimum paints and coatings, flooring, and ceilings.
o Identify specific chemicals of concern and eliminate through the design of this renovation such as Chemical Flame Retardants o Specify removal of Chemical Flame Retardants from cushions in furniture, wall base, carpets, and non-blackout shades (textiles).
o Identify materials with low embodied carbon and investigate implementing them in the design, e.g.
flooring, etc.

III. CODE ANALYSIS
Applicable Codes & Standards The following adopted codes and associated standards are applicable to the Project:
• P100 Facilities Standards for the Public Buildings Service, July 2018 Edition (P100)
• International Building Code, 2018 edition (IBC)
• International Fire Code, 2018 edition (IFC)
• NFPA 13, Standard for the Installation of Sprinkler Systems, 2019 edition
• NFPA 70, National Electrical Code, 2020 edition
• NFPA 72, National Fire Alarm and Signaling Code, 2019 edition
• NFPA 101, Life Safety Code, 2018 edition (LSC)
• Architectural Barriers Act Accessibility Standard (ABAAS)
Additionally, per P100 section 1.4.5 National Standards, other national standards such as ASHRAE, NFPA, SMACNA, NRCA, IEEE, ASME should be utilized.
The application of those codes are per P100 section 1.2.1 Repairs, Renovations, Modernizations and Alterrations: All new work is required to meet the applicable national codes and standards adopted by GSA. The requirements of the P100 apply to repairs, renovations, modernizations, and alterations to the extent the work is identified in the approved and funded project prospectus. All items within the designer’s scope of work must be designed in accordance with the P100.
Waivers At this time no code related waivers are being requested for the project. CMS and the GSA project manager have requested that the project be documented in Imperial Units. Per that directive the project will need to be granted a P100 waiver from the GSA Metric Order.

The Central Building was built to Type 1B construction with certain types of 2A modifications.
The South Building was built to Type 2A construction and with the primary function being Group B.

Occupant Load/Exit Capacity SLL, CLL and C1 are directly adjacent to grade and are not dependent upon stair capacity. Egress capacity at C2 has been calculated to be 300 persons based on stairs.
We have verified that the doors within the link are 90 minutes rated bi-swing which seems to indicate that they could be utilized but there are specific requirements in 2018 NFPA 101 for bridges and horizontal exits. Particularly, the walls of C2 must be 2-hour rated for 10 feet vertically and horizontally from the bridge. (NFPA 101 7.2.4.3.1 and 7.2.4.4.1) The existing partitions and link doors will not be modified.

IV. CENTRAL LEVEL 2 OHC & CCSQ RENOVATION
i. SCOPE DESCRIPTION
Renovation of approximately 22,300SF on the second level of the Central building. Renovations include office space, common areas, and multi-stall restrooms. Existing ceilings, walls, and floor finishes will be demolished.
New work includes:
• Interior GWB and glass partitions

• Motorized roller shades on daylight sensing system

Note: This report serves as an addition to the final concept drawings. Those drawings have been produced to a 35% level of completion. Most scope is covered within the documents but they are not complete or fully coordinated. The project will include AV equipment, signage, a white noise system in the open office areas, and fire alarm devices which are yet to be documented. Plumbing work includes the replacement of drinking fountains, restroom fixtures and lavatories, and new sinks.
ii. SEQUENCING Sequencing of construction for this space will be defined and discussed with owner and provided in a future issuance.
iii. OPERATIONS + MAINTENANCE GOALS The CMS campus has robust systems and is well maintained. No new mechanical, electrical, or telecom spaces are required to support the renovation. All distribution can be from existing service spaces. The proposed design maintains the existing 9’-0” ceiling height at enclosed spaces, but proposes 9’-6” ceiling height at open offices.
There is a generous plenum space as well as a 1’ high raised floor. Acoustics within existing office spaces suffer a bit from the above and below access. The proposed design calls for all new partitions to be built to deck above the ceiling but not below the raised floor.

iv. VISION AND GOALS
The following goals have been targeted by the GSA, CMS, and design team.
• Improved way-finding
• Improve access to daylight (brighter, happier space)
• Modernized spaces
• Flexibility in planning modules
• Space supportive of multiple work modes
• Project to serve as a model for future renovations
• Supportive of tenants
Opportunity: Extend Building Links Way-finding within the existing offices is a major challenge for staff and visitors. The building footprints are on the larger side, around 60,000sf, and corridors tend to be walled off from adjacent work areas. The overall effects are long unbroken corridors, with little indication of one’s arrival at their destination.
The perimeter wall has recesses that coincide with the building link and passenger elevator locations. Through material finishes, colors, and lighting we can connect these three elements creating anchors in the plan.
The anchors would serve as a primary way-finding component, connecting a person’s arrival to office space, daylight, and the building perimeter. Additionally, the anchors would serve to break down the 370’ long building into more human scaled dimensions, providing much needed moments of contrast; critical to one’s ability to establish their bearings within their environment. The anchors have been programmed with collaborative spaces and will be finished out with a contrasting set of finishes.
Opportunity: Day Lighting + Electric Lighting New space planning strategies have been developed by CMS to optimize their space utilization and space flexibility. Additionally, the new strategies also work to maximize all staff’s access to daylight. Offices and workstations have been pulled away from the windows such that daylight is allowed to enter the depth of the building footprint. The project proposes the addition of mechanical roller shades at exterior windows, controlled with a daylight sensing system. In combination with these strategies the newly renovated office areas will utilize tunable LED fixtures such that the electric lighting can be responsive to the day light condition.

V. SOUTH LOWER LEVEL CMS OSFLO RENOVATION
Renovation of approximately 14,400SF on the lower level of the South building. Renovations include office space, common areas, and multi-stall restrooms. Existing ceilings, walls, and floor finishes will be demolished.
New work includes:
• Interior GWB and glass partitions
• Specialty wall finishes
• Floor finishes
• Ceiling systems
• Mechanical distribution
• LED tunable color lighting
• Motorized roller shades on daylight sensing system
• Electrical
• Plumbing
• Sprinkler head relocation
• Fire alarm devices
• Telecom
• AV
• White noise system
Note: This report serves as an addition to the final concept drawings. Those drawings have been produced to a 35% level of completion. Most scope is covered within the documents but they are not complete or fully coordinated. The project will include AV equipment, signage, a white noise system in the open office areas, and fire alarm devices which are yet to be documented. Plumbing work includes the replacement of drinking fountains, restroom fixtures and lavatories, and new sinks.
ii. SEQUENCING Sequencing of construction for this space will be defined and discussed with owner and provided in a future issuance.
iii. OPERATIONS + MAINTENANCE GOALS The CMS campus has robust systems and is well maintained. No new mechanical, electrical, or telecom spaces are required to support the renovation. All distribution can be from existing service spaces. The proposed design maintains the existing 9’-0” ceiling height at enclosed spaces, but proposes 9’-6” ceiling height at open offices.
There is a generous plenum space as well as a 1’ high raised floor. Acoustics within existing office spaces suffer a bit from the above and below access. The proposed design calls for all new partitions to be built to deck above the ceiling but not below the raised floor.

iv. VISION AND GOALS
The following goals have been targeted by the GSA, CMS, and design team.
• Improved way-finding
• Improve access to daylight (brighter, happier space)
• Modernized spaces
• Flexibility in planning modules
• Space supportive of multiple work modes
• Project to serve as a model for future renovations
• Supportive of tenants
Opportunity: Extend Building Links Way-finding within the existing offices is a major challenge for staff and visitors. The building footprints are on the larger side, around 60,000sf, and corridors tend to be walled off from adjacent work areas. The overall effects are long unbroken corridors, with little indication of one’s arrival at their destination.
The perimeter wall has recesses that coincide with the building link and passenger elevator locations. Through material finishes, colors, and lighting we can connect these three elements creating anchors in the plan.
The anchors would serve as a primary way-finding component, connecting a person’s arrival to office space, daylight, and the building perimeter. Additionally, the anchors would serve to break down the 370’ long building into more human scaled dimensions, providing much needed moments of contrast; critical to one’s ability to establish their bearings within their environment. The anchors have been programmed with collaborative spaces and will be finished out with a contrasting set of finishes.
Opportunity: Day Lighting + Electric Lighting New space planning strategies have been developed by CMS to optimize their space utilization and space flexibility. Additionally, the new strategies also work to maximize all staff’s access to daylight. Offices and workstations have been pulled away from the windows such that daylight is allowed to enter the depth of the building footprint. The project proposes the addition of mechanical roller shades at exterior windows, controlled with a daylight sensing system. In combination with these strategies the newly renovated office areas will utilize tunable LED fixtures such that the electric lighting can be responsive to the day light condition.
