# Question Answer
Should Representations & Certifications be included in the Phase I proposal? If so, is there a preference of where in the technical proposal these documents go and will they count towards any page count?
Please see the response to RFI 018
In the meeting minutes used during the pre-bid conference section 16. Award it stated Negotiated/Firm Fixed Price. Can you clarify which is used or explain how both will be used together. Typically we bid firm fixed price OR negotiated. Negotiated is used for sole source mostly.
Please clarify.
This is just a firm fixed price award.
USACE dictates that the CPARS rating is the official means of giving past performance on their projects. As such their officers have been instructed to not complete PPQ’s on submissions. Will you accept the CPARS ratings in lieu of PPQ’s for USACE projects?
Please see the response to RFI 015
032 Is the 1442 required in phase I, I don’t see this document in the RFP. Please see the response to RFI 018
033 Are painters to assume that the HPP Coatings for the doors/frames are a factory finish? The Govnerment is anticipated to address this RFI in the 100% pricing documents. Please resubmit this RFI at this time if this is not addressed at that time.
034 Who does the HVAC controls for CMS? Most of the controls at CMS are Siemens based.
035 Pending a response to the first round of RFIs, will we be allowed follow up questions? Please see the reponse to RFI 003 issued with Addendum 0004 for Phase 01 RFI due date.
Construction material costs have increased significantly in recent times, and the construction material market continues to be volatile and unpredictable. It is anticipated that construction material costs will continue to increase into the foreseeable future; however, it is not possible to predict how much prices will increase by the time the task order is awarded, the design effort is complete, and construction commences. To protect both the Government and the Contractor, would the Government consider incorporating FAR 52.216-4 Economic Price Adjustment-Labor and Material or a substantially similar and suitable price adjustment clause in the FOPR and resulting task order to allow for an adjustment to the FFP in the event of significant and unpredictable material costs fluctuation during the term of the task order? Inclusion of this clause will protect and benefit the Government because the offered prices will not need to account for the elevated risk of unknown future material cost escalations.
No, this is a Firm Fixed Price contract.
Can phases be constructed concurrently? Which phases – if any – need to be performed consecutively?
Project Phasing is described in the CMS BOC Ph. 2 - 95% CD 011100 PROJECT PHASING and the CMS BOC Ph. 2 - 95% CD 011100 PROJECT PHASING - South Lower Level Phasing attachments posted in the Amendment
It is requested that offerors shall have references submit one Past Performance Questionnaire (PPQ) for each project identified in Factor
2. Would a CPAR be accepted in lieu of a PPQ?
Please see the response to RFI 015 issued with Addendum 0004.
039 Can the GC submit the PPQ with its proposal or does it need to come directly from the GC’s client? The PPQ can be submitted with the GC's pacakage.
We acknowledge the PPQ format provided by the GSA. However, we have multiple USACE style/formatted PPQs on file. Can the GC submit this type of formatted PPQ in lieu of the GSA format?
Please see the response to RFI 015 issued with Addendum 0004.
041 Can the GC submit PPQs in which we acted as the key subcontractor rather than the prime contractor?
The GC can submit PPQs in which they acted as a subcontractor.
There are multiple references throughout the bid documents about “historic buildings”. When was the CMS Headquarters constructed? Is this considered a historic building? Are there a any asbestos, lead, or other HAZMAT reports available to potential bidders?
CMS Headquarters is not a historic building and there is no known asbestos, lead, or other HAZMATs found on site.
043 PPQ already available in another format. Is it mandatory to use government provided sheet because it is very difficult to go back and track down the individual 4-5 years ago?
The contractor should submit the Government provided sheet.
044 Is it necessary to send bonding capacity in Technical Proposal? Please see RFI 018 response.
