# Question Answer

001 May we submit prior experience for more than three projects if we stay within the ten page maximum?

No, there is a 3 project maximum.

002 Is a letter from our bonding company displaying our bonding capacity included in the 10 page count for the management approach section?

No, this is not included in the page count.

003 Is there a set due date for RFIs for Phase I submissions? RFIs for phase 01 are due COB 5/5/2022.

004 Please confirm, no pricing is to be submitted at this time, only the Management Approach, Prior Experience and Past Performance?

Confirmed.

005 Is GSA Form 527 to be turned in with our Phase I submission? This is only required for the pricing submission.

006 We are required to submit email addresses for two references for each project in Factor 2 (page 16). Do both references need to complete the PPQ or only one?

We only require one completed PPQ per project.

007 Please confirm projects for Prior Experience and Past Performance should be within the last 10 years. In other areas of the solicitation, 8 years and 5 years are mentioned.

Within the last 10 years is acceptable.

008 Is there a specific format for the Staffing Matrix required in the Management Approach? No.

009 Page 18 references a GC Reference Form, I do not see this as an attachment to the solicitation. This page and need for this attachment was removed in Addendum 01 effective March 30th, 2022.

Are alternates permitted regarding Section 10 22 19 Demountable Partitions? Any products that fit the specifciations will be considered but the systems listed have been vetted out by the design team as systems that fit all of the salient characteristics required by the specifications.

Are alternates permitted regarding Section 08 41 26.23 Interior All-Glass Entrances? Any products that fit the specifciations will be considered but the systems listed have been vetted out by the design team as systems that fit all of the salient characteristics required by the specifications.

Is Creative Signage the required company for the signage scope of work? They are mentioned on the drawings but the specs do not call out a specific company. Please confirm if they are the required signage company or if an alternate company is allowed.

Any company that can produce the signage per the design and specificed can be used by the contractior. Creative Signage is just the designer of the signage package

013 The details on drawing TY600 state that the access control and CCTV devices will be provided by owner. Please confirm this is correct.

These will be provided by the contractor.

Amendment 2 was issued on 30 March and included the proposal response requirements. Would the Government consider extending the due date to the more customary 30 days from issuance of response requirements, to either 29 April or 2 May?

GSA is extending the deadline for the Phase 01 submission to Monday, May 16th 2022 at 2:00pm.

Factor 3: The Government requires new evaluations from multiple references per project. This is often a burden upon references, many of whom are reluctant or unwilling to provide new evaluations repeatedly and when official CPARS or other Government form evaluations are available. This jeopardizes offeror proposal evaluations in ways that are beyond an offeror’s control. Moreover, the solicitation allows offerors to submit relevant projects that are up to ten years old. Projects that may be ten years old often no longer have multiple references available, let alone available to provide new evaluations. This is another potential complication with respect to procuring new evaluations.

For these varied reasons, it will likely be very difficult for offerors to fulfill this requirement as intended.

Would the Government amend Factor 3 to allow for the following: submission with the proposal of existing evaluations, provided they are CPARS or on other questionnaires similar to the proposed, or submission of new evaluations as per the current Factor language if no existing evaluation is available?

Only one completed PPQ is required per project. GSA will NOT accept CPARs ratings in lieu of a completed PPQ.

016 Factor 1 Section 2 requires a "staffing matrix" for the project. Other than the list of key personnel and their titles, is any other information required in this matrix?

The staffing matrix should include, at a minimum, the key personnel, their titles, and their dedication to the project throughout the project duration.

017 Has GSA determined how many firms will be shortlisted for Step 2? GSA is not shortlisitng firms for this procurement. All firms can submit a proposal for Phase 02.

Are the following documents required with our Step 1 Submission?

1) SF1442 and SF30s

2) GSA Form C301 Reps & Certs

3) GSA Form 527 Contractor's Qualifications and Financial Information If yes, where should they be placed in the Technical Proposal Volume?

SF1442, GSA Form 527 Contractor's Qualifications and Financial Information, GSA Form C301 Reps & Certs : To be submitted with Phase 02

SF30s - To be submitted with both phases.

These can be included as a separate section at the end of the proposal.

019 Please confirm that the Technical Volume does not have an overall page count, rather there is a page count maximum per Factor/section.

Yes, the page limits are per section and the PPQs do not count towards the page counts.

020 Please confirm that Tabs are not included in the maximum page count for each Factor. Tabs are not included in the maximum page count for each factor.

On Page 20 of 36 of the solicitation, paragraph II.F Requirements of Joint Venture Offerors, section

(4) states past performance information must be submitted for each member of the joint venture.

Please confirm that past performance, in this case, refers to CPARs, PPiRs, and or references and is not specific to the Project Experience Requirement.

This is specific to the Project Experience required. If submitting as a joint venture GSA would like to see at least 1 project from the Joint Venture itself or if that is not possible at least one project from each member of the joint venture.

022 On Page 14 of 36, F. asks for the Dollar Value of the Offeror's effort on the project. Is GSA asking for the value of work self-performed? If not, what information is being requested?

GSA is requesting the value of work self-performed.

Factor 2 indicates that the offeror must demonstrate experience on three projects, but later states that the offeror will be eavluated on the quantity of projects of Similar Scope and Complexity. Are we limited to submitting three projects, or we include additional projects as long as we stay within the 10-page maximum limit?

Please see the response to RFI 001

024 Can the Government confirm whether the Price Proposal is due at the same time as the Technical Proposal on April 26?

The Price Propsoal is not due with Phase 01 submission. The due date for the Phase 02 Pricing submission will be issued at a later time.

025 How many firms will be selected to proceed to phase 2 pricing submission? Please see the response to RFI 017

Can you please advise if you are looking for a price submission in a separate file on April 19th with our technical submission? Or are you planning to receive price in Phase II? If price is due in phase II (which is preferred by industry) please clarify that you will also be looking for additional projects and PPQ’s in phase II as I have noted below with screen shots (page 18 of 36 of the Solicitation PDF).

Please see the response to RFI 024

027 Please confirm we will be evaluated in Phase I on projects completed in the past 10 years as stated. Please see the response to RFI 007

It will be helpful to know if this project is design/build (DB) or design/bid/build(DBB)? If DBB, please advise when project solicitation and project plans and specifications will be posted on SAM?

This is a Design-Bid-Build Project. The final plans and specifications do not have a final date but are expected to be issued in June.

Should Representations & Certifications be included in the Phase I proposal? If so, is there a preference of where in the technical proposal these documents go and will they count towards any page count?

Please see the response to RFI 018

In the meeting minutes used during the pre-bid conference section 16. Award it stated Negotiated/Firm Fixed Price. Can you clarify which is used or explain how both will be used together. Typically we bid firm fixed price OR negotiated. Negotiated is used for sole source mostly.

Please clarify.

This is just a firm fixed price award.

USACE dictates that the CPARS rating is the official means of giving past performance on their projects. As such their officers have been instructed to not complete PPQ’s on submissions. Will you accept the CPARS ratings in lieu of PPQ’s for USACE projects?

Please see the response to RFI 015

032 Is the 1442 required in phase I, I don’t see this document in the RFP. Please see the response to RFI 018
