About this file
This is a draft Scope of Work document from the California High-Speed Rail Authority for a Construction Manager/General Contractor (CM/GC) contract for Track and Overhead Catenary System (OCS) preconstruction services. The scope covers preconstruction services for the track and OCS systems between Merced Station and Bakersfield Station, including the Central Valley Wye. The contractor will be responsible for multiple tasks including project administration, constructability reviews, construction phasing plans, cost estimates, interface coordination, third-party coordination, field services, public involvement, and asset management. The work must consider future system expansion toward San Francisco, Los Angeles, and Sacramento without substantial rework.
The document outlines extensive deliverable requirements including project management plans, BIM execution plans, construction staging plans, safety and security plans, and various other technical submissions. The contractor must comply with multiple standards including federal regulations, state OSHA requirements, CPUC orders, and the Authority's design criteria. The scope requires coordination with Track/OCS Design Services Consultant and interfacing contractors through a formal governance framework. The contractor will be responsible for maintaining asset information in the Authority's Enterprise Asset Management System and ensuring data quality throughout the project lifecycle. The geographical limits extend from Merced Station at R Street to Carlucci Road west of Chowchilla, and south to Bakersfield Station at Chester Avenue.
