About this file
This is a market research questionnaire from the Defense Logistics Agency (DLA) Weapons Support division regarding a potential Indefinite Delivery Contract (IDC) or Long-Term Contract (LTC) for NSN 4730012539953, a repair kit for emergency pipe applications. The questionnaire was distributed on 3 April 2026 with responses due by 10 April 2026 at 4:00 PM EST. The market research is intended to inform DLA's acquisition strategy and solicit feedback from potential suppliers, including manufacturers and distributors, before a formal solicitation is issued.
The questionnaire addresses supplier qualifications, contract preferences, pricing structures, and delivery capabilities. DLA is seeking a five-year firm fixed-price contract with no option years, though suppliers are invited to propose alternatives with supporting rationale. Key requirements include compliance with Buy American and Trade Agreement Act provisions, hazard communication standards, shelf-life specifications, specific DLA packaging and reporting requirements, and first destination transportation under FOB Origin terms. The market research also solicits information on quantity price breaks, inventory availability, GSA Schedule listings, commerciality documentation, production limitations, minimum delivery order requirements, and rough order of magnitude (ROM) pricing. For contracts exceeding $2.5 million, suppliers must be prepared to provide either Certified Cost or Pricing Data or Information Other Than Cost or Pricing Data. Interested suppliers must provide company information, CAGE codes, business size classifications, manufacturer traceability documentation if applicable, and evidence of commercial sales if claiming the item is a commercial product.
