The intended sole source vendor for this procurement is American Telecom Solutions, L.L.C., 645 Baltimore
Annapolis BLVD STE 110, Severna Park, Maryland, 21146-3931, United States.
This Vessel Traffic Service (VTS) Recorder with 32-Channels supports the U.S. Coast Guard’s Ports and Waterways
Safety System (PAWSS). Unit must be Federal Information Processing Standards (FIPS) compliant. C2PL-C2B intends to use Redbox recorder as a spare to facilitate improved logistical support for a future casualty.
American Telecom Solutions, L.L.C. (ATS) was the system integrator of the audio recorder hardware, the Redbox software, and operating system that was sold to the U.S. Coast Guard. To deviate from this audio voice recorder creates a risk of the equipment not performing to standards. The drawings, specifications, and salient characteristics are proprietary technical data of the OEM and the data rights were not purchased by the USCG. The audio voice recorder is part of the U.S. Coast Guard’s PAWSS that has been approved through extensive engineering testing. This Redbox recorder is a critical mechanism of PAWSS and to deviate from this standard configuration component would require additional engineering review, testing, and prototyping that will interrupt the current Ao PAWSS performance. No other vendor can meet the Government’s requirement.
All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
