About this file

This document is a Sources Sought notice for Construction Management (CM) services for two projects at the National Institute of Standards and Technology (NIST) Gaithersburg campus: the Modernization of the Central Utility Plant Complex (CUP) and the Replacement of Site Underground Utilities.

The CUP modernization project includes replacing and expanding the campus cooling, heating, and electrical systems in a phased, design-build approach over 5 years, with the first task order planned for FY25 Q4. The underground utilities replacement project will involve an IDIQ MATOC contract, with the first task order planned for FY25 Q4, to replace approximately 6-17 miles of chilled water, steam, electrical, communications, and other utility systems. The government is seeking information on qualified small and large businesses with project experience in central utility plants, underground utilities, and multi-year, multi-million dollar construction programs. Responses are due by July 8, 2024 and should demonstrate relevant past performance and understanding of the required services.

Description of Projects Requiring CM Services:

There are two major projects in the planning stages that will require CM Services for a single program planned to start in FY25 Q4. These are the Modernization of the Central Utility Plant Complex (CUP) and the Replacement of Site Underground Utilities. The campus will remain in operation during all construction activities. Access to the building must be maintained for employees, visitors, and emergency response.

Work is anticipated to be phased to accommodate this requirement. Description of the two projects follows:

1. Central Utility Plant Modernization Design-Build:

a. Background:

The CUP includes Building 302 - the Steam & Chilled Water Generation Plant (B302), Building 305 - Cooling Tower (B305), Building 305V - Electrical Service Building (B305V), Building 306 - Electrical Substation (B306), Building 316 - Electrical Service Building (B316), and Building 317 - Cooling Tower (B317).

B302 is one of the first buildings constructed on the Gaithersburg campus and is 60 years old.

• It produces 150-psi steam by six watertube steam boilers (4 rated at 44,000-PPH and 2 rated at 80,000-PPH) and an 8-MW cogeneration plant with 80,000-PPH heat recovery steam generator).

• It produces 42°F chilled water for the campus using seven 3,500-Ton water cooled chillers with a primary/secondary pumping arrangement.

• It also produces 125-psi compressed air for some buildings on campus. The 125-psi campus system is not a part of the scope.

• Local plant compressed air used for control purposes within B302 is part of the scope. Plant compressed air is separate from the 125-psi campus system.

• The existing cogeneration plant is under an ESPC and not included in the scope of work.

B305 is two field erected, cooling towers each with 4 cells that serve chillers 1 through 6.

B305V is electrical services for B305 condenser water system and includes three spot network 1500-kVA transformers and 4000-amp switchgear.

B306 is electrical substation for distribution to the campus. Switchgear is rated 13.8-kV, 2000-Amp and configured in a ring-bus arrangement. The ring bus includes four bus segments. Three are directly connect to three 37.5-MVA PEPCO transformers.

B316 is electrical services for B317 condenser water system and includes two 2000-kVA transformers and 3200-amp switchgear.

B317 is a two-cell cooling tower that serves chiller 7 and a free cooling heat exchanger.

A Program of Requirements (POR) for the CUP Modernization is underway with expected completion in FY24 Q3. It includes the replacement and expansion of campus cooling, heating systems, and electrical systems in phases to match the growth outlined in the POR.

Building modifications for CUP personnel are also defined in the POR and include toilet rooms, office, break rooms, storage, DDC monitoring/command center, and improved access for maintenance and operations.

b. Objectives:

The design-build contract will involve awarding a planned not to exceed $450,000,000 IDIQ SATOC. The proposed construction will be over 5 years, with the first Task Order planned to be awarded in FY25 Q4. Task Order #1 must include the full design and the first construction phase. Remaining construction to be task orders matching phases of construction determined during design work of Task Order #1 and projected funding in a given Fiscal Year.

The project will include new building additions, interior heavy renovations, boiler systems replacement and expansion, chiller system replacement and expansion, cooling tower system replacement and expansion, electrical system replacements, modifications and expansion, supervisory control and data acquisition system for thermal utilities, site utility improvements site access roads, and environmental remediation and protection measures. The project shall be executed in government-defined construction sequences to allow campus operations to continue with the least operational impact on NIST mission requirements.

2. Replacement of Site Underground Utilities:

a. Background:

Existing campus utilities are direct-buried and underground. The utilities are mostly original to the campus, approximately 60 years old, and nearing the end of their useful life. There are modifications and additions that have newer sections. The utilities include:

• Chilled Water Supply (CHS) & Chilled Water Return (CHR): approximately 6.6 miles of piping.

• 150-psi Steam (HPS) and Pumped Condensate (PC): approximately 6.2 miles of piping.

o 150-psi condensate (HPC) from underground HPS discharges into PC at manholes.

• Electrical Duct Bank: approximately 17.6 miles.

o Power Distribution (Electricity). 13.4kV three-feeder spot network system.

o Signal and Communications. This includes digital information technology (IT), voice, and other systems such as fire alarms, direct digital controls (DDC), security, etc., that use IT infrastructure.

• 125-psi Compressed Air: approximately 2.3 miles.

• Natural Gas: approximately 3.9 miles.

• Potable Water: approximately 8.1 miles.

• Sanitary Sewer: approximately 5.6 miles.

• Storm Drainage: approximately 6 miles

A Schematic Design for the Replacement of Site Underground Utilities is underway with expected completion in FY24 Q2. The schematic design requires complete replacement of chilled water system piping, steam system piping, power distribution, and signal & communication distribution. Other utilities are only to be replaced as required by the condition or future growth needs. A phasing and construction document design set is under procurement with planned completion in FY25 Q3.

b. Objectives:

The construction contract is planned to be an IDIQ Multiple Award Task Order Contract (MATOC) with a capacity of $1,100,000,000 awarded to a pool of contractors. The proposed construction will be over several program years, with the first Task Order planned to be awarded in FY25 Q4. Task Orders are estimated to be within the range of $5-$100 million.

Each task order is a phase or distinct combination of phases of the program for the replacement of underground utilities. Anticipated task order duration is within the range of 365 to 750 calendar days.

Construction work under this contract may be either design-bid-build or design-build for the replacement of underground utilities listed above. Replacement includes the installation of new utilities and may include the removal of existing utilities after the proven operation of new work. Design-build task orders will follow a two-phase process among the pool of contractors for the IDIQ MATOC.
