About this file
This is a Construction Manager at Risk (CM@Risk) bid manual for Piedmont Community College's Center for Educational and Agricultural Development (CEAD) project in Pelham, North Carolina, involving Bordeaux Construction Company as the construction manager and Array Architects as the architect. The project encompasses new construction of a 4,721 square foot food storage hub featuring pre-engineered metal building systems with refrigerated storage and office space, a 1,750 square foot wood-framed incubator farm barn for agricultural operations, and a 295 square foot wash station for produce cleaning and sanitation. The project includes full site development across approximately 350,000 square feet with an estimated construction duration of 11 months (335 calendar days). A pre-bid meeting is scheduled for Tuesday, March 3 at 3:00 p.m., with sealed bids due Thursday, January 13th, 2026 at 2:00 p.m. EST at Bordeaux Construction Company's Morrisville, North Carolina office. All questions and clarification requests must be submitted no later than 5:00 p.m. on March 10, 2026. Contract documents including plans and specifications are available through the SmartBidNet Portal as of Thursday, February 19, 2026. The project includes 27 bid packages covering general trades, concrete, masonry, structural steel, wood framing, roofing, caulking and sealants, doors, windows, drywall, ceilings, flooring, painting, resinous flooring, specialties, signage, food service equipment, window treatments, casework, pre-engineered metal buildings, plumbing, HVAC, electrical, fencing, and landscaping work.
Bidders must be pre-qualified and are required to include all state and county sales taxes in their bid amounts, with all materials furnished from stock or surplus requiring sales tax reporting with monthly pay applications. A Subcontractor Default Insurance (SDI) program is utilized in lieu of individual payment and performance bonds for most bid packages, with bonding costs included in base bids for qualified participants; bidders unable to qualify must provide individual bonds with cost reimbursement capped at 0.9 to 1 percent of work cost. Minority Business Enterprise (MBE) and Historically Underutilized Business (HUB) participation goals of 10 percent minimum per individual trade and 20 percent overall project participation are required, with bidders required to submit good faith effort affidavits and MBE participation documentation. Retainage is set at 5 percent with potential reductions available for subcontractors meeting specified conditions. E-Verify compliance and criminal background checks are mandatory for all project personnel. Liquidated damages of $500 per calendar day apply for both substantial and final completion delays. Unit prices, allowances, and alternates are included in various bid packages to address potential scope variations including trench rock excavation, unsuitable soil replacement, and work associated with the wash station and incubator farm barn alternates.

Instructions to Bidders
Piedmont Community College – CEAD
Date: 1/13/2026
Re: Piedmont Community College CEAD
Attention Bidders:
Bordeaux Construction, as Construction Manager at Risk (CMAR), is accepting subcontractor bids for the Piedmont Community CEAD project. Sealed proposals will be received by Bordeaux Construction at location and times noted in “Bid Procedures” section below.
PROJECT SCOPE:
Scope entails the new construction of a single-story, 4,721 SF Food Storage Hub, a 1,750 SF Incubator Farm Barn, and a 295 SF Wash Station located on the Piedmont Community College Campus. This development supports the College’s commitment to educational and agricultural advancement through a blend of instructional, operational, and farm-to-table initiatives.
Our current understanding of the scope includes full site development to support the construction of three primary structures:
The Food Storage Hub will be a pre-engineered metal building system with concrete foundations, featuring a standing seam metal roof, MEP infrastructure, and interior finishes. This building will accommodate refrigerated storage, office space, and dry goods storage, supported by specialty refrigeration systems to serve both instructional and operational needs.
The Incubator Farm Barn will be a wood-framed structure intended for business operations and general agricultural storage.
The Wash Station supports produce cleaning, prep, and sanitation efforts as part of harvest and production workflows.
1.1 The estimated construction duration is approximately 11 months, inclusive of sitework, utility coordination, and vertical construction, reflecting our continued alignment with the college’s mission and operational need.

Pre-qualification of a bidder is a condition precedent to the bidder being deemed responsive, but pre-qualification is not to be construed as a determination that the bidder is responsible or, in fact, responsive. The determination as to whether a bidder is responsible shall be made after the bids have been opened. In making the determination as to the responsibility of a bidder, the Owner and Construction Manager reserve their rights to consider factors beyond those set forth in the pre-qualification criteria including, but not exclusively, those factors that are more qualitative and less subject to quantification than those set forth in the pre-qualification criteria. The prequalification of a particular bidder shall not be deemed a property right of the bidder or create any other right, legal or equitable, or any cause of action in favor of the bidder even if the bidder submits the lowest monetary bid. In determining which bidder is the lowest responsive and responsible bidder, Construction Manager and Owner, in their discretion, may take into consideration not only the amount of the bid, but also such of the following criteria as they deem appropriate and may give such weight thereto as they deem appropriate:

IX) Depending on the type of the Work, other factors which Construction Manager and/or Owner considers material.
9.3 In determining the lowest responsible, responsive bidder, Construction Manager & Owner shall take into consideration the bidder’s compliance with the requirements of G.S. 143-128.2(c), the past performance of the bidder on construction contracts for Construction Manager & Owner with particular concern given to completion times, quality of work, cooperation with other contractors, and cooperation with the Designer and Owner.
9.4 Failure of the low bidder to furnish affidavit and/or documentation as required by G.S. 143-128.2(c) may constitute a basis for disqualification of the bid
9.5 The Owner, Architect and/or Bordeaux Construction reserve the right to reject any or all Bid Proposals and to waive all informalities or irregularities without explanation and without obligation of any nature to the bidders.
9.6 Bordeaux Construction and/or the Owner reserve the right to reject any proposed sub-trade (2nd tier) subcontractor not deemed acceptable to perform the work for which they are designated. Should any sub-trade be rejected, Bidder’s proposal shall remain binding without additional compensation. Such samples may be subjected to the tests provided for in the Contract Documents to determine their quality and fitness for the Work.
9.8 At the request of Construction Manager and before any contract is awarded, the bidder may be required to furnish the Construction Manager with a complete breakdown of the lump sum bid items to the satisfaction of the Construction Manager & Owner. The lump sum breakdown shall be in such detail as the Construction Manager & Owner may reasonably require.
9.9 Construction Manager & Owner reserves the right to issue subcontracts to the selected bidder at any time up to ninety (90) days after the receipt of bids. The bidder must sign and return the Agreement within ten (10) days of receiving it. Failure to do so will be considered as refusal on the part of the selected bidder to enter into the Agreement. Upon such refusal, Construction Manager & Owner may award the Contract to the next qualified bidder, at Construction Manager & Owner's option, with the initially selected bidder's bid guaranty being retained as provided by law.
9.10 Should Construction Manager & Owner adjudge the apparent low bidder is not the lowest responsible, responsive bidder by virtue of the above information, said apparent low bidder will be so notified and its bid security shall be returned
PREFERRED BRAND ALTERNATES

Specifications containing a preferred brand alternate under this section must identify the performance standards that support the preference.
