1 The Opportunity

1.1 Project Summary

The City of Long Beach (City), acting through its Office of Special Events & Filming, is seeking proposals from one or more qualified Event Equipment Rental firm(s) to provide as-needed services for City produced special events. Required event rental equipment services include but are not limited to basic infrastructure (e.g., folding tables, chairs, canopy tents [10x10, 20x20]) as well as dance floors; stages with rails, roofs, and ADA ramps; artificial turf; tent walls; and table drapes. The selected firm(s) will be required to work closely with City staff during all phases of event planning and production.

1.2 Background

The Office of Special Events & Filming is a bureau within the City Manager’s Department, responsible for permitting, coordinating, and overseeing all Special Events and Film productions that take place on public property or in right-of-way.

Major responsibilities include:

• Permitting & Approvals: Issuing permits for special events (e.g. parades, festivals, community events), film shoots, neighborhood block parties, and other public gatherings.

• Policy & Compliance: Establishing and enforcing policies, insurance, safety, and operational requirements for permitted events and filming, ensuring that organizers comply with city regulations.

• Coordination & Support: Liaising with various city departments (public works, police, fire, transportation, parks, etc.), handling logistical support such as street closures, staging, utilities, and crowd control.

• Community Engagement & Oversight: Balancing event and filming activity with community impact, ensuring transparency, managing public feedback, and minimizing disruptions to neighborhoods.

• Ancillary Programs: Administering complementary permits and programs, including the Pole Banner program, occasional activity/block party permits, and park events.

Due to the volume of special events the city produces on a scheduled and as needed basis, there is a need for accessible and affordable event equipment rentals. With increasing demand for high-quality public events and film productions, the Office of Special Events & Filming must evolve its support systems accordingly. Investing in a more robust event v3.14.25 | 6 equipment rental strategy will foster equity, efficiency, and excellence in the city's event landscape.

1.3 Goals

As part of the City’s initiative to grow events and entertainment, the City has continued to expand its list of Citywide special events ranging from community-oriented events to large-scale concerts, festivals, and parades. The firm selected will be responsible for:

• ensuring reliable access to quality rental equipment (e.g., tents, tables, chairs, and related infrastructure) to support City-produced events.

• ensuring timely delivery, setup, and breakdown of event rental equipment in accordance with event schedules and requirements.

• providing safe, clean, and well-maintained equipment that meets City standards for public use.

• establishing a dependable partnership with a Contractor that can accommodate events of varying sizes and logistical complexity.

• ensuring responsive service and flexibility in meeting last-minute changes or unanticipated needs during event production.

A dedicated project manager must be provided to oversee communication and operations.

1.4 Award Terms

This contract will be for a period of two years with the option to renew for three additional one-year periods. The total contract term will not exceed five years. The City may award to one or more firms. The City does not guarantee a minimum contract amount will be reached.

• Timely delivery of equipment to the event location in accordance with the event schedule.

• Professional setup of all equipment to meet safety standards and event specifications.

v3.14.25 | 7

Protests must set forth a complete and detailed statement of the grounds for the protest and include all relevant information to support the grounds stated, and must refer to specific portions of the RFP and attachments upon which the protest is based.
