About this file
This document is a contract clauses incorporation list for a Department of Defense (DoD) solicitation, document number N3220526Q7052. The document contains two sections: clauses incorporated by reference and clauses provided in full text. The clauses address compliance requirements across multiple federal acquisition regulatory areas including defense procurement standards, environmental protection, labor standards, small business utilization, anti-trafficking provisions, telecommunications security, and payment processing through the Wide Area WorkFlow (WAWF) system. Key compliance requirements include Buy American provisions (252.225-7001), item unique identification and valuation standards (252.211-7003), critical safety item designations (252.209-7010), prohibitions on covered defense telecommunications equipment (252.204-7017 and 252.204-7018), and restrictions on contracting with inverted domestic corporations. The document specifies routing data for WAWF payment processing with designated Department of Defense Activity Address Codes (DoDAACs) for various payment and administrative functions, including N50082 for pay official, N32205 for issue and administration, and N62387 for inspection, shipping, and service approval functions.
The contract incorporates extensive clauses addressing contractor responsibilities regarding representations and certifications, payment procedures, subcontracting requirements, and compliance with statutes and executive orders applicable to commercial products and services. Notable provisions include mandatory flow-down requirements for specific clauses to subcontractors, such as business ethics, whistleblower protections, supply chain security prohibitions, and small business utilization standards. The document requires contractors to maintain records for three years after final payment and permits Comptroller General examination of contract-related records. Special emphasis is placed on restrictions regarding covered telecommunications equipment, Kaspersky Lab products, ByteDance applications, and unmanned aircraft systems manufactured by covered foreign entities. Environmental compliance, labor standards for service contracts, equal opportunity provisions, anti-trafficking measures, and sustainable products and services requirements are also extensively detailed throughout the clause matrix.
