1. Prospective bids should include a technical proposal. This will include at a minimum: Drilling Plan, workers experience, type of equipment expected to use, specifications for 5” steel casing, gravel and filter pack, type of well screen, and any other pertinent information that will help determine the best technically feasible bid. (See technical evaluation document for further information.)Prospective bids without a technical proposal will not be considered for award.

2. A flowing artesian well is anticipated for this well. A flowing pitless adapter with a temporary pipe will need to be installed.

3. Closest water availability for drilling is in Casper, WY. There is a reservoir next to site but will likely be dry.

4. The wells have easy access via a two-track trail.

5. The well be drilled using a minimum 9 ½ inch bit.

6. 5” Steel casing will be used and provided for by the contractor. PVC Casing may be used if water is encountered within PVC casing manufacturers specification.

7. All items will be furnished by the contractor.

8. Centralizers will be installed to center the casing in the bore hole. Centralizers will be spaced every 40’.

Centralizers must be positioned to allow the proper placement of sealing material around the casing within the interval to be sealed.

9. All work must be performed by a licensed well driller and follow the guidelines as set forth in the Wyoming Water Well Minimum Construction Standards.

10. Disinfect the well according to standards (see 02674P.l and 3.11).

11. All drill cuttings shall be graded to blend with the surrounding area.

Summary:

The contract will be for drilling a livestock water well expected to be 1,500’ into the frontier formation. The well will likely be artesian with an expected flow of 1 g.p.m. All designs will comply with The State of Wyoming Water Well Minimum Construction Standards.

Contractor Furnished Materials:

• All materials needed to complete the well to specifications will be provided for by the contractor.

• Casing must be certified ASTM, API, NSF, or AWWA

Responsibilities:

a. Contracting Officer (CO):

The CO is the official spokesperson for this project. The CO is the sole person who can authorize any changes during construction.

b. Technical Representative (COTR):

The technical representative has the authority to review the practice during construction and conduct necessary tests and quality control reviews to ensure that all work is in compliance with the construction plan. The technical representative reviews all construction changes and insures that the CO approves prior to installation. The technical representative maintains a job diary and/or construction notes and prepares as-built drawings of the project.

c. Contractor:

The contractor has a contractual agreement with the CO for the project installation as set forth in the construction plan. The contractor shall not make changes to the construction plan without technical representative and CO approval. The contractor shall comply with all applicable permits and conduct the work in a safe manner.

Permits:

The water well permit will be submitted to the Wyoming State Engineers Office by the government and provided to the contractor before drilling begins.

Basis of Award:

Contract will be based on past performance, technical specifications and price.

Final Grading:

All disturbed areas shall be graded without surface depressions to blend with the surrounding area.

Safety:

The contractor is responsible for compliance with all state and local laws, ordinances, codes, and/or regulations applicable for the installation. The technical representative will document any safety violations witnessed.

Acceptance:

Acceptance of the project will be performed by the technical representative during construction and after the work has been completed. If deficiencies are found the contractor will be notified by the technical representative verbally or in writing and the corrective action necessary in order to accept the project.

Submittals:

• Prospective bids will submit a drilling plan which will include equipment, drill bit, type of drilling, ie mud or air, schedule and any other pertinent information needed to assess the proper function of the design.

• Prospective bids will include a list of all materials that will be used in the design.

• The contract can start after July 31st due to wildlife stipulations. The prospective bid will include an expected start date and timeframe of the project.

PART 1: GENERAL

1.01 SUMMARY:

A. Description of Work: Furnishing all labor, equipment, supplies, and materials, to drill a water well.

B. Location: Work under this Contract is in Natrona County, Wyoming. The work location is shown on the drawing and listed on the Work Data Sheet.

C. Work Data Sheet: Designates the type and quantity of work required at the project location, and dimensions required for typical well construction.

1.02 REFERENCES:

1.03 CERTIFICATES OF CONFORMANCE:

A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used based on a Certificate of Conformance may be sampled and tested. Installation of materials based on Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.

B. Format: The form of the Certificate of Conformance provided by the supplier shall be as follows:

1. The certificate shall state that the named product conforms to the Contract requirements.

2. The certificate shall either be accompanied with a certified copy of the test results or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.

3. The certificate shall provide the name and address of the manufacturer, the testing agency and the date of tests.

4. The certificate shall set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification.

1.04 QUALITY ASSURANCE:

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

1.05 DELIVERY, STORAGE, AND HANDLING:

A. Delivery: The Contractor shall protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.

B. Storage: The Contractor shall provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions.

The storage area shall permit access for inspection and handling.

C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage until installation on the project.

1.06 PROJECT/SITE CONDITIONS:

A. Access to the Work:

1. Access to work shall be provided by and at the Contractor's expense.

2. Public or private access roads damaged by the Contractor shall be restored at the Contractor's expense and to the same condition as they were at the commencement of work.

3. Construction of access roads to the work will not be permitted.

Access to the work shall be by existing roads and trails unless prior authorization from the approving official.

B. Environmental Considerations:

1. The Contractor shall exercise care to prevent unnecessary surface disturbance of the work areas.

2. The Contractor shall not travel cross-country when ground is wet enough to cause rutting.

1.07 SEQUENCING AND SCHEDULING:

A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within 3 calendar days.

PART 2: PRODUCTS

(There are no applicable requirements.)

PART 3: EXECUTION

3.01 PROJECT MEETINGS:

A. Pre-Work Conference:

1. Notification: A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll, and payments, required forms/format for recording drilling and logging information, and administrative provisions of the Contract.

2. Attendance: The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.

3. Presentation: The Contractor shall be prepared to summarize and explain procedures planned for the project.

B. Progress Meetings:

1. Location: Meetings shall be held at the project site, or as determined by the Contracting Officer.

2. Notification: Meetings may be called by either the Contracting Officer or the Contractor. Request shall state who should attend and include agenda.

C. Final Inspection:

1. Meeting shall be held at the project site, or as determined by the Contracting Officer.

2. The Contractor shall notify the Contracting Officer in writing at least three working days before the completion date so the Government can schedule final inspection.

3. The Contractor shall require the superintendent to be present during this inspection.

3.02 WORK LAYOUT:

A. Requirements: The Government will set a stake to give the Contractor the well location.

PART 4: MEASUREMENT AND PAYMENT

4.01 METHOD OF MEASUREMENT:

A. Units: The work described in this section will not be measured for payment.

4.02 BASIS OF PAYMENT:

A. Payment: No direct payment for the work described under this section will be made. The Contractor shall include consideration for this item in the bid price for other items of the Contract.

1.04 SUBMITTALS:

A. Certification: Furnish written certification from the manufacturer certifying that the Contractor-furnished property conforms to the requirements of this section. Submittals shall be in accordance with Section 01009-General Information and Requirements.

B. Records: Final well logs, drilling samples, and well completion report shall be furnished to the Contracting Officer upon completion of the well.

1.05 PROJECT CONDITIONS:

A. Well Depths and Material Quantities: Well depths and material quantities listed in the Work Data Sheet are estimates. The final determination of depths and material quantities will be made in the field by the Contracting Officer and will depend on actual geological conditions encountered during the drilling operations. The Contracting Officer will have the option of ordering abandonment of a well at any point during the drilling operation. Well abandonment shall be in accordance with these specifications.

B. Moving Equipment Between Wells: Moving equipment between wells includes work of moving equipment, materials, and tools, and setting up at each well site; removing equipment, tools, and materials; and moving them to the next well site.

C. Rig and Standby Time: No rig or standby time will be paid for in this

Contract.

D. Contractor must follow all of the guidelines in the Water Well Minimum

Construction Standards by the Wyoming State Engineers Office.

1.06 SCHEDULING:

A. Drilling Program: At the Prework Conference, the Contractor shall submit to the Contracting Officer for approval a complete and practicable drilling program. The program shall provide for orderly performance of the work and be in such form and detail as to show the following:

1. The days of the week and month that work is to be performed.

2. The number and length of each shift per day. The length of a shift may be extended in the field as required to avoid interrupting a drilling and testing operation.

3. Type and specifications of rig including description of air package and mud pump.

4. Drilling methodology (air rotary, mud rotary, reverse circulation, etc), bit types & sizes, etc.

5. Plan for disposal of waste.

6. Sequence of drilling operations.

7. Mud program (list of additives, mixing rate) if applicable.

PART 2: PRODUCTS

2.01 GOVERNMENT-FURNISHED MATERIALS

A. See Section 01019, Government-Furnished Property.

2.02 CONTRACTOR-FURNISHED MATERIALS

A. Casing: If the contractor deems it necessary or desirable to use temporary casing, the casing may be used, subject to the approval of the

B. Bentonite: Granular bentonite shall be American Colloid KWK, CS/55 or approved equal. Pellet bentonite shall be American Colloid Vol-Clay or approved equal.

C. Drilling Fluid Additive: A sodium or ammonium base, biodegradable foaming agent ("High Foam" or an approved equal) will be allowed for air-rotary drilling. Other additives (i.e. Drispac Plus, Alcomer 123L, etc.) must be submitted with the drilling plan and approved by the

D. Gravel Packing: The gravel-pack material shall be clean, with well-rounded grains that are smooth and uniform. The material shall consist of a minimum of 95% siliceous particles, with a maximum of 5% calcareous material. 100% of the gravel-pack material (by dry weight) shall pass the U.S. Standard Size No. 10 sieve, of which not more than 2% shall pass the size No. 20 sieve. This size of material is commonly referred to as 10/20 sand.

E. Formation Stabilizer: Well casing shall be sealed to prevent vertical movement or leakage of fluid in the annular space between casing and borehole wall. Non-Slurry bentonite grouts must be in place before significant hydration occurs. Plans for well construction shall include allowances for maximum effective emplacement of grout as a seal to protect the source aquifer and/or assure structural integrity of the entire cased well. Well cuttings are not allowed to be used as grout, filler, or aggregate material for well sealing. Selection of grouting material shall meet the technical requirements for making a proper seal.

Grout products shall meet applicable ASTM, API, NSF, AWWA, or other recognized industry standards. Grout shall be prepared according to manufacturer’s directions and shall be mixed as engineered for specific site requirements. Water wells permitted under the DEQ-WQD may alternately use any grout mixture specified by DEQ-WQD. For all other wells, the following are approved grout materials:

(i)Neat Cement Grout Slurry must consist of a mixture of Portland Cement and not more than 6 gallons of clean water per bag (1 cubic foot or 94 pounds) of cement.

(ii)Sand Cement Grout Slurry must consist of a mixture of Portland Cement, sand, and water in the proportion of not more than 1 part by weight of sand to 1 part of cement with not more than 6 gallons of clean water per bag of cement(1 cubic foot or 94 pounds).

(iii)Concrete Grout Slurry must consist of a mixture of Portland Cement, sand and gravel aggregate, and water in the proportion of at least 1 part by weight of aggregate to 1 part of cement with not more than 6 gallons of clean water per bag of cement.

(iv) Nonslurry Bentonite Grout must consist of chipped or pelletized bentonite varieties that are hydrated to manufacturer’s specifications.

(v) Cement/Bentonite Grout Slurry must consist of a mixture of cement and bentonite in the proportion of not more than 6.5 gallons of water and 3 to 5 pounds of powdered bentonite per 94-pound sack of Portland cement.

(vi) Bentonite Grout Slurry means an inorganic mixture of a minimum 20% by weight solids bentonite, with polymers, water, or other additives for the yield/rate control, which forms a low permeability seal (not greater than 1 x 10-7 cm/sec) and is mixed to the manufacturer’s specifications.

(vii) Cement Grout Mix: Shall be Type II Portland cement, sand, and a maximum of 2% calcium chloride.

(viii) Calcium Hypochlorite: Shall be used as the disinfectant for well bore, casing, screen, gravel packing and formation stabilizer.

(ix) Water used for drilling and cementing operations shall be potable water or from a source approved by the Contracting Officer.

2.03 EQUIPMENT:

A. Drilling Equipment: Except otherwise specified, the type of drilling equipment shall be determined by the driller.

B. Minimum Equipment: The Contractor shall furnish equipment of sufficient size and in sufficient quantities to drill 1-1/2 times the estimated drilling depth of the deepest well listed in the Work Data Sheet.

C. Air Volume Requirement: (Air-Rotary Drilling): Contractors intending to use air-rotary drilling equipment should be aware of the volume of air required to lift the drill cuttings from the bore hole under various conditions. The volume of air produced by an on-rig compressor, or in conjunction with auxiliary compressors shall be sufficient to lift drill cuttings to the ground surface for the size and estimated depth (up to

1.5 times the estimated depth) of the bore holes shown on the Work Data Sheet.

D. Enlarging Pilot Holes (Air-Rotary Drilling): When enlarging a pilot hole the Contractor shall use, in conjunction with the drill bit, either a "hole opener" device or a triple blade "stabilizer. The hole opener device shall be the same diameter as the bottom of the drill bit. The stabilizer shall be the same diameter as the hole-enlarging bit and shall extend a minimum of 18 inches above the top of the hole-enlarging drill bit. Other hole opening configurations must be approved by the

E. Well development (cable-tool drilling equipment): Solid or valved surge plunger. The drill tools or drill stem shall weigh a minimum of 1,200 pounds.

F. Well Development (Rotary Drilling Equipment): Four-nozzle jetting tool with nozzles spaced at 90 degrees. Minimum size shall be 3/16 inch diameter. The jetting tool and appurtenances shall deliver water at a minimum velocity of 150 feet per second and pressure of 150 pounds per square inch. Maximum pressure shall be limited to 300 pounds per square inch.

G. Well Testing (pumping method): Furnish and install a test pump of sufficient capacity to test the well at the rate of flow stated in the Work Data Sheet. Devices for measuring the flow of water, such as a calibrated weir box, an orifice, or a water meter shall be provided by the Contractor. Provide an air line with a gauge, hand pump, and check valve for measuring the water level in the well.

H. Well Testing (bailing Method): Furnish bailing equipment sufficient to achieve a yield equal to or greater than that specified in the Work Data Sheet, and to continue for at least one hour after the water level has become stable. The bailing device shall be a commercial type with a fixed volume.

I. Well Testing (air-lift Method): Furnish airlifting equipment sufficient to achieve a rate of flow equal to or greater than that specified in the Work Data Sheet, and to maintain this rate for at least one hour. Size and depth of well bore, drill pipe size, and compressor capacity must all be considered.

2.04 GROUT:

A. Cement Grout: Shall be Type IIA Portland Cement, water, sand and a maximum of 2% calcium chloride. Portland Cement shall meet the requirements of ASTM C150 and the calcium chloride shall meet the requirements of ASTM D98. Mixed Grout shall be one part Portland Cement and three parts sand mixed with no more than 6 gallons of water per 94 pound sack of cement to form a workable mix.

2.05 CEMENT FOR PLUGS AND CASING SEAL:

A. Cement: The cement slurry shall be API Class G, slurry weight 15.8 lbs.

per gallon (118 lbs. per cu. Ft.) mixed with not more than 5 gallons of water per 94 pound sack. The cement shall be in bulk with any additives blended at the bulk-cement facility. Additives may include 2% Calcium Chloride materials to help prevent circulation loss or additives determined necessary after the hole is drilled. The water shall be potable.

PART 3: EXECUTION

3.01 PREPARATION:

A. Clearing: Worksite clearing shall be limited to an area 50 by 50 feet.

B. Site Preparation: Surface disturbance at the site shall be minimized.

However, the construction site may be leveled as necessary for drilling operations. Resultant cut or fill slopes shall not be steeper than 4:1, unless staked otherwise.

3.02 INSTALLATION:

A. Drilling Location: Drill the well at the location staked or otherwise designated by the Contracting Officer.

B. Hole Size: The finished hole size shall be not less than 9-1/2 inch for

5-inch nominal size casing (6 1/4-inch OD on couplers) and large enough to accommodate tremie pipe.

C. Estimated Drilling Depth: As shown on Work Data Sheet.

D. Using Pilot Hole as Test Well: If the Contractor drills a pilot hole and encounters water, the Contracting Officer, after considering all the evidence, shall determine whether to deepen the hole, enlarge the hole to the size specified, or to abandon the well. The pilot hole shall be a minimum of 5 inches in diameter.

E. Hole Cleanliness (Rotary Drilling): The drilled hole shall be kept clean to prevent plugging off of small yields of water. Sufficient drilling fluid (whether it is compressed air and water-diluted foaming agent or approved water-based mud) shall be circulated in the well bore to prevent cuttings from booting or caking the walls of the hole. The use of water for air-rotary drilling operations shall be only for diluting the foaming agents. Drilling with non-foamed water and air will not be permitted.

Circulation shall be established as soon as drilling begins and shall be maintained throughout the drilling process. The return of cuttings to the ground surface shall be continuous. When drilling stops, circulation shall be maintained until all cuttings have been returned to the ground surface. Failure to maintain a clean hole shall be sufficient cause to abandon the hole due to Contractor's actions.

F. Water Used to Facilitate Completion of Well: Any water introduced into a well by the Contractor to facilitate drilling, developing, cleaning and gravel packing operations, including water added to an approved drilling additive shall be potable water or from a supply approved by the

G. Drilling Fluid Additives: The Contractor shall not use drilling fluid additives unless they have been approved in writing by the Contracting Officer. Submit manufacturers’ literature describing the additives, including product properties and manufacturer's recommended mixing and application methods. Approved foaming agents (when used) shall be diluted with an amount of water which will provide a foam solution that after it has been injected into the well and returns to the ground surface with the drill cuttings, shall be about the consistency of brush-on-shaving lather or thicker.

H. Recirculation and Mud Drilling: Polymer based mud drilling programs must be approved by the Contracting Officer.

I. Depth of Casing: The hole shall be cased the full depth unless casing of a portion of the well is deemed unnecessary by the Contracting Officer.

If the well is not cased to the full depth, the Contract will be modified in writing.

J. Backfill: If in the process of locating water-bearing strata, the well was drilled deeper than needed, the Contractor shall back fill the well with formation stabilizer to a point 10 feet below the bottom of the lowest water-bearing strata. Back fill shall be disinfected in the same manner as the gravel pack.

K. Casing Installation: If the Contracting Officer determines that casing is not required to full depth in consolidated formations, the casing shall extend at least 5 feet into the formation to assure a proper seat and bottom seal, and the Contractor shall affect a proper seal. The joined casing string shall be installed in a predrilled hole and lowered into place with the drilling machine utilizing clamps, elevators, or other mechanical devices. Casing shall not be dropped onto the bottom of the well hole, nor forced down against the bottom of the hole during installation. Casing shall be kept continually suspended during and after installation, until such time that all the gravel pack and formation stabilizer material have been properly installed.

1. Casing joints shall be watertight.

L. Water-Bearing Strata: If it is necessary to extend casing through developable water-bearing zones, the portion of the casing opposite the water bearing zones shall be screened or sealed off as determined in the field by the Contracting Officer.

1. Casing centralizers shall be installed on the casing immediately above and below the screened zone, and every 40 feet on the steel casing.

2. Centralizers uniformly spaced vertically to maintain the screen in the center of the borehole.

M. Casing at the Wellhead: Casing shall extend above the natural ground level 18 inches.

N. Stainless Steel Well Screen: The Contractor shall select the installation method, in accordance with the screen manufacturer's recommendations, which will be furnished to the Contractor by the Government. Screens will have pipe-thread end fittings. The screen fittings shall be stainless steel of the same type as the screen. Joints must be straight and tight and retain 100% of the original screen strength.

P. Gravel Packing: Install approximately a 2-inch thickness (minimum) of gravel pack material in the annular space in the zones opposite the screens up to 5 foot above each screened zone as determined by the Contracting Officer upon review of the logs. The Contractor shall determine the volume of gravel pack material that will be required for each screened zone, based on the size of the screen and size of the hole drilled. The Contractor shall use a 1/2-inch minimum I.D. tremie pipe as an agitator for the gravel packing operations, or a minimum one-inch tremie if the gravel and/or formation stabilizer/grout is to be pumped

in. Gravel pack and formation stabilizer will be continually tagged with the tremie as it is placed. Placement of gravel pack, formation stabilizer, and grout shall be performed in the presence of the

1. Disinfection: Disinfect the gravel pack material by mixing 1 pound of calcium hypochlorite (65% available chlorine) in each cubic yard of packing material as it is installed in the well.

2. Placement using the tremie pipe as both a depth probe and agitator:

Contractor will need to predetermine the volume or weight of gravel pack material required to fill one foot of annular space in the well.

Lower the tremie pipe into the annular space between the casing and the wall of the bore hole to the lowest point to be gravel packed.

Note and record the level at which the bottom of the tremie pipe is below the surface of ground. Raise tremie pipe 5 feet and slowly pour or pump a predetermined quantity of gravel pack material into the annular space along the side of the tremie pipe (in even 1 foot increments) equal to no more than 5 feet of depth in the annular space before checking to see if the material has reached its prescribed destination using the tremie pipe as a depth probe. If, when pouring the gravel pack down the annulus, it is determined that the gravel pack material has not raised in the annular space to the level as calculated, the Contractor shall use the tremie pipe to loosen any bridging that may have occurred further up the annular space by lifting, lowering and shaking the tremie pipe, including circulating water down through the tremie pipe, if needed. It may also be necessary to stretch, shake and attempt to rotate the casing in conjunction with the above procedure in order to break through bridged areas. If it is determined that the gravel pack volume is insufficient (due to oversized hole or washout), add additional gravel in one foot increments until the pack can be tagged with the tremie. Repeat the above procedure as necessary until installation is satisfactorily completed in accordance with these specifications.

Q. Water Bearing Formation Seal: Install bentonite gravel or pellet material for a thickness of ten feet directly above the gravel pack. This material shall be disinfected and installed in the same manner as the gravel packing. Installation of the seal shall be performed in the presence of the Contracting Officer.

R. Zone Isolation Seal: If water yielding zones are encountered that contain unacceptable quality water, these zones will be sealed off with bentonite. Install bentonite grout, gravel or pellet material for a thickness of ten feet directly above and below the zone to be isolated.

S. Formation Stabilizer: Install formation stabilizer material in the remaining zones in the well which do not require gravel pack material or surface grout. Formation stabilizer shall be disinfected and installed in the same manner as the gravel packing. Installation of the formation stabilizer shall be performed in the presence of the Contracting Officer.

T. If well is cased to surface with PVC casing, a protective sleeve will be installed prior to or in conjunction with the surface grouting. The sleeve shall consist of steel casing at least 3 nominal pipe sizes larger than well casing (8” minimum for 5” casing, etc.), extend at least 18 inches above the ground surface (just below the top of the casing), and at least 5 feet below ground surface (or to the level of the pitless adapter).

3.03 FIELD QUALITY CONTROL:

A. Alignment:

1. The well shall be drilled vertically.

2. After casing has been installed, test the alignment by using a

20-foot piece of pipe with an outside diameter of not more than one inch smaller than the inside diameter of the casing. The testing pipe shall pass through the permanent casing without catching or binding.

3. If the well does not pass the alignment test, correct the alignment or abandon the well and drill a new well within 10 feet of the original hole, at no additional cost to the Government. The Contractor shall completely fill in the old hole with bentonite in accordance with state law, prior to starting a new hole.

3.04 WELL DEVELOPMENT:

A. General: After a well has been completely constructed and all drilling fluids and additives removed from the well, each exposed water-bearing zone targeted for water production shall be developed. Development work shall be performed in the presence of the Contracting Officer.

B. Surging and Bailing Method (Utilizing Bailer): The development process shall include surging and bailing the well. Surging shall be accomplished by utilizing the bailer as a surging device. Development shall start at the bottom of the well and proceed upwards through all zones to be developed. On completion of development, bailing shall be performed from the bottom of the well to remove accumulated sand or other fines and continue until the well yields clear, sand free water.

C. Air Development Method (Single-Pipe System open to Atmosphere):

Development shall be done by using a single-pipe air pumping system using the casing as the conductor line. The compressors, air line hoses, and fittings shall be of adequate size to pump the well by the air lift principle at 1-1/2 to 2 times the desired minimum yield rate specified in the Work Data Sheet. The Contractor shall initially pump the well with air until the well is developed to the point that it yields clear sand-free water. The air shall then be shut off and the water in the well allowed to recover. The air valve shall be opened to reintroduce air into the well until water is again brought to the surface by the air lift, at which time the air valve shall be closed to allow the water to drop back down the well and recover. The column of water shall then be continuously pumped with air until it again yields clear sand-free water.

The Contractor shall repeat the above operations until the well no longer produces fine material when it is surged and backwashed. The bottom of the air line shall be placed at different levels to facilitate development of intake areas and multiple water producing zones, and the process repeated until the aquifers yield sand-free water when surged and backwashed. Upon completion of development, pumping shall be performed at the bottom of the well to remove accumulated sand or other fines.

3.05 PROTECTION:

A. Drilling Waste: Drilling waste such as drilling fluid and drill cuttings shall be removed so that wastes will not interfere with installation of the well platform and pumping equipment and will not pollute surface waters or cause contamination of the well. Drill cuttings shall be scattered so that the material is 1-inch or less in depth.

3.06 WELL LOG AND SAMPLES:

A. Well Log: The Contractor and/or the Contracting Officer will record drilling and logging information in the format and/or on the forms agreed to at the prework conference. The well log shall meet the state requirements and include entries for the formation and each apparent change in material penetrated, or every 10 feet, whichever is lesser.

The log of the well shall show material penetrated and full descriptive notes made of each stratum found by the drill and difficulties or any usual conditions met in drilling. Water-bearing strata shall be described in detail as to loose or compact material, color, and if gravel, whether it is water-worn or angular. The presence of clay shall be noted. The log must be kept up-to-date with the progress of the well drilling, and shall be available for inspection by the Contracting Officer during drilling operations and after completion of drilling.

B. Logging: The Contractor shall collect samples of well-cuttings at ten-foot intervals and, as per the Contracting Officers instructions, place them in an orderly fashion on the ground near the drill site where they can be reviewed throughout the drilling process or placed in sample bags.

The sample bags shall be marked showing the depth at which the samples were collected and the date and time that the samples were collected.

Geophysical wireline logging may also be required. The determination to run geophysical logs will be made during the drilling process by the Contracting Officer. Contractors should assume that the logs will be required on all wells. Wireline logs to be run include gamma-ray, spontaneous-potential, and shallow-deep resistivity log.

1. For cable tool drilling operations, take a sample at the end of each drilling run.

2. For air-rotary and other types of drilling operations, take a cutting sample every 10 feet.

C. Additional Requirements: The Contractor and/or the Contracting Officer will complete a report on the completion of the well to include information supplementary to the well log. This can be submitted on a form 7240-1, Record of Wells (as supplied by the Contracting Officer), or in a format approved at the prework conference. The Contractor shall provide the Contracting Officer the information necessary to complete the report or will submit this report to the Contracting Officer.

D. Information for State filing: The Contractor shall furnish the

Contracting Officer with drilling information required by State law for filing on water wells.

3.07 PRELIMINARY YIELD TESTING OF THE WELL:

A. General: The Contractor shall make a preliminary yield test during drilling operations on each water-bearing stratum penetrated. Tests may be conducted by air lift, bailer, or submersible pump. The Contracting Officer shall have the option of rejecting the air lift method on low yielding wells. If the Contracting Officer rejects the air lift method for determining yield, the Contractor will then be allowed to determine the approximate yield of the zone by calculating the gallons of water coming into the bore hole over a 20-minute period of time.

3.08 FINAL YIELD TESTING OF THE WELL:

A. General: After the well has been completely constructed, developed, and cleaned, the Contractor shall make a final determination of the well yield. The Contracting Officer shall have the option of rejecting the air lift method on low yielding wells. If the Contracting Officer rejects the air lift method for determining yield, the Contractor will then be allowed to determine the approximate yield of the zone by calculating the gallons of water coming into the bore hole over a 20-minute period of time.

B. Cleaning: When testing is complete, remove sand and foreign material that may have collected in the well during the yield test.

C. Increasing yield: The Contracting Officer may direct the Contractor to attempt to increase the yield by bailing, surging, or other means of development if the desired minimum yield is not met.

3.09 ABANDONMENT OF THE WELL:

A. Abandonment Due to Contractor’s Actions: When the drilled well must be abandoned because of actions of the Contractor, including but not limited to lost tools, damaged well, misalignment, inability to properly install casing string and/or gravel pack, or other causes attributed to carelessness or poor workmanship, the Contractor shall pull casing (if installed) that can be removed and fill the hole with grout, cement or concrete grout, or bentonite in accordance with State regulations and requirements. The Contractor shall then drill a new well within 50 feet of the original well at a location selected by the Contracting Officer.

B. Abandonment Due to Other Causes: When the well must be abandoned because of inadequate quantity or quality of the water, or for another reason not the fault of the Contractor, the Contractor shall pull the casing (if installed) that can be removed and shall fill the hole with any of the materials described above in accordance with State regulations and requirements. The order to abandon the well must be in writing from the Contracting Officer. The Government will retain ownership of the removed casing.

3.10 SANITARY PROTECTION OF WELLS:

A. General: The Contractor shall protect the well during the construction period to prevent tampering or seepage of contaminated water, petroleum products, or other contaminates into the well from the ground surface.

B. Seal: When the well is completed, install a cap or compression seal designed to prevent pollutants from entering the well. Seal or screen off equipment openings that permit direct access to the well to prevent entrance of foreign matter or contaminates.

C. Grading: Slope the surface immediately surrounding the top of the well casing wellhead away from the well in all directions.

D. Correcting Contamination: If the well becomes contaminated, or water with undesirable physical or chemical characteristics enter the well due to the neglect of the Contractor, corrective work including the supplying of casing, seals, sterilizing agents, or other materials as may be necessary to prevent contamination of the aquifers shall be performed at the Contractor's expense.

3.11 DISINFECTION

A. General: All disinfection shall be done in the presence of the

Contracting Officer. If the Contracting officer determines that it is necessary, swab the well screens, using calcium hypochlorite mixed with water to yield a solution with a chlorine content of 100 mg/l, to remove contaminants. After the well has been completed, clean it thoroughly of foreign substances. The well shall then be disinfected with a chlorinated compound. Calcium hypochlorite shall be the source of chlorine and shall be mixed to provide a solution in the well bore with a minimum concentration of 100 mg/l of chlorine. Precautions and instructions listed on the container shall be observed. The disinfection agent shall be left in the well for a period of at least 12 hours. After a 12-hour, or longer, contact period the well shall be pumped to clear it of the disinfection agent.

PART 4: MEASUREMENT AND PAYMENT

4.01 METHOD OF MEASUREMENT:

A. General:

1. Rig or Standby time will not be paid for.

2. No payment will be made for drilling, installing casing, removing casing, or the plugging of a well abandoned due to Contractor's actions.

3. No payment will be made for wireline logging of the wells. The

Contractor shall include consideration for the logging in the bid price for other items in the Contract.

4. The bid price of drilling of a pilot hole will not exceed one half the total cost of completing the well.

5. No payment will be made for time spent developing and testing wells which occur prior to the well being completely cased, gravel packed and grouted.

6. When the Contracting Officer determines that a well should be drilled deeper, the Contractor shall be required to drill a maximum of one and one-half times the estimated depth shown on the Work Data Sheet at the unit price bid. The Contractor shall be required to provide all additional work and materials needed to satisfactorily complete the deeper well, at the unit price bid for the respective work performed.

7. No payment will be made for disinfection of the well, installing the cap or compression seal. The Contractor shall include consideration for these items in the bid price for other items of the Contract.

B. Units:

1. Pilot hole drilling, well drilling, installing casing, gravel pack material, formation stabilizer/bentonite seal, grouting, and installing Government-Furnished casing and well screen will be measured and paid for per linear foot.

2. Payment will be made per linear foot for installing casing for the quantity abandoned due to causes not the fault of the Contractor.

3. Payment for pulling casing and filling the hole when the well is abandoned due to causes not the fault of the Contractor will be based on the price negotiated by the Contracting Officer.

4. Well development and testing will be measured and paid for by the number of hours of development and testing required for each well beginning when the pumps, compressors, and other equipment have been installed and actual development and testing have begun.

5. Mobilization between locations will be measured and paid for as a lump sum.

4.02 BASIS OF PAYMENT:

A. Payment: Prices and payment will be full compensation for the work described in the Data Work Sheet.

Geohydrology of the Area The proposed location is off of the 33 Mile Stock Driveway, Country Road 110. Rocks at the surface range are the Cretaceous aged Cody Shale. Underlying the Cody Shale is the Frontier formation which would be the target formation for water. The Cody Shale and Frontier formation make up part of the marine and continental rock unit which is predominantly a marine unit. The sandstones of the Frontier formation differ in the amount of shale partings and matrix and may range from a single massive sandstone to several sandstones inter-bedded with shales. According to the available geologic logs the top of the Frontier formation is approximately 1,000’ BLS. The elevation of the proposed location is approximately 5,260’. The proposed location is within the Casper Arch and just to the west of the Powder River Basin. Ground-water resources of Natrona County, Wyoming (USGS WSP-1987) has an adequate geologic map and description of the geohydrology of the proposed well site area.

Existing Wells, Springs, and Streams

The South Fork of the Powder River is approximately 2 miles to the northwest. Cloud Creek is 2 miles to the west of the proposed location. Lone Tree Creek flows into Cloud Creek 2.4 miles to the south of the proposed location. Lone Tree Creek and Cloud Creek are intermittent drainages while South Fork Powder River is perennial and intermittent in places. No springs are near the proposed location. 6 water wells are within 4 miles of the proposed location. The water wells are to the northwest and to the north of the proposed location. All of the wells are completed in the frontier formation and range from 2 g.p.m to 15 g.p.m and several are flowing wells. Geologic records from oil wells were also used in this investigation.

Some of the oil wells had good geologic well logs.

Water-Supply Potential

Recharge, Discharge, Movement:

Principal recharge of the deeper aquifers is from basin margin outcrop zones, whereas shallower ones receive recharge from outcrop areas, infiltration and vertical leakage from adjacent aquifers.

Proposed Well Site: The water-supply potential of the proposed well site is average. Completing a well within the Cody Shale would likely be unsuccessful unless one of the extensive sandstone beds in the upper part of the formation was penetrated. Wells completed in the Frontier formation generally yield around two to twelve gallons per minute in the area. The projected water level at this location is around 1200 feet below land surface. The probability of completing a well producing 5 to 10 G.P.M at this location is .6. Water quality is considered to be good for livestock in this area. Wells completed in the Frontier formation have a good chance of being artesian.

Recommendations If 5-12 gpm is adequate then drill to a depth of 1100 to 1300 feet. If more than 12 gpm is desired than drilling a well is not recommended. Actual depth will depend on the thickness of saturated sand(s) or fractures penetrated and on actual desired yield.

Cost: The approximate cost of drilling one well would be approximately $67,000 for drilling and equipping. Cost of equipping the well if going solar would depend on the depth and expected flow rate.

Costs could include: Pump, solar panels, pole mounts, wire, pvc drop pipe, pitless adapter, tire trough, fence material and installation of equipment. See below for a rough breakdown of costs associated with drilling a water well. If adequate flow is obtained from a flowing well then costs would be reduced.

Field Visit Access into the site will be off of county road 113. A reservoir is located next to the drilling location.

Several reservoirs along the stock driveway might be available for use in drilling. Casper would be the closest available water source.

Additional drilling constraints include:

1. If an adequate water-supply zone is encountered before total depth is reached, test zone for water quality before completing (Ph and Electrical conductivity).

2. When TD is reached, test water quality before completing well (Ph and electrical conductivity).
