About this file

This document is a comprehensive set of construction specifications for electrical improvements at American Memorial Park (AMME) in Saipan, focusing on upgrades to the Administration and Maintenance Buildings. The project involves replacing electrical infrastructure, including conduits, panels, and transformers, with specific work outlined in two Contract Line Items (CLINs): CLIN 00010 covers electrical improvements at the Administration and Maintenance Buildings, involving removal and replacement of existing electrical components such as conduits, panel covers, and transformers, with new NEMA 4X panels and step-down transformers.

The specifications detail technical requirements for electrical systems, including specific product specifications for low-voltage conductors, raceways, distribution transformers, and panelboards. The project emphasizes compliance with electrical codes, proper installation techniques, and quality control measures. The work will be constructed under a single prime contract, with detailed requirements for submittals, safety protocols, waste management, and field testing. The electrical upgrades aim to improve the park's electrical system reliability and safety, addressing infrastructure that is approximately 25 years old and has been vulnerable to environmental conditions in Saipan.

A. Project Location: American Memorial Park (AMME), Saipan.

B. Project Background: The Park’s electrical system is approximately 25 years old and in recent years the electrical power generation system has shown vulnerabilities in the wake of disasters such as typhoons as well as the natural corrosive environment on Saipan. An assessment of the

Park Administration Building and the Maintenance Building has identified the areas in need of improvements to recondition the system to an acceptable state. For the Administration building, the replacement of affected panels and the step-down transformer along with infrastructure refurbishment would ensure optimal functionality and enhance the safety and reliability of the power distribution system. For the Maintenance building, the replacement of the pad-mount transformer along with infrastructure refurbishment will revitalize the power distribution system’s efficiency and safety. The existing pad-mount transformer is offline and is awaiting disposal and replacement as part of this project.

C. Project Scope of Work: The Work consists of the following:

1. Administration Building

a. Remove and replace existing ¾ inch conduits with new rigid aluminum conduits and all appurtenances;

b. Remove and replace six (6) existing two (2) inch conduit clamps at three separate locations;

c. Remove an abandoned conduit and its wiring in addition to replacing an existing splice box with a new NEMA 4X box and reconnect the wiring;

d. Remove and replace existing ½ inch conduits with new rigid aluminum conduits and all appurtenances;

PROJECT MANAGEMENT (01 31 00) Page 2 of 2

1.4 PROJECT MEETINGS

A. Preconstruction Meeting: Before the start of construction, the Contracting Officer will arrange for a preconstruction meeting (typically by MS Teams or teleconference). CONSTRUCTION SCHEDULE (01 32 16) Page 1 of 2

SECTION 01 32 16 – CONSTRUCTION SCHEDULE

A. This section consists of Construction Schedule requirements including:

1. Schedule of Values

2. Construction Baseline Schedule

3. Construction Schedule Updates

4. Look-Ahead Schedule

B. Purpose: The construction schedule ensures adequate planning, coordination, scheduling, and reporting during execution of the Work by the Contractor. The construction schedule will assist the NPS and the Contractor in the monitoring the progress of the work, evaluating the proposed changes, and the processing the Contractor’s progress payments.

1.2 DEFINITIONS

A. Schedule of Values (SOV): A document that helps define the payment process on contracts. The SOV allocates the entire awarded contract sum to various portions or activities of the Contractor’s work. The value for each portion of work in the SOV shall generally coincide with the value(s) outlined in the accepted price proposal (where applicable).

B. Activity: A discrete part of a project identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources. Critical activities are activities on the critical path. They start and finish on the planned early start and finish times. Predecessor activities are activities that precede another activity in the schedule network. Successor activities are activities that follow another activity in the schedule network.

C. Critical Path: Longest connected chain of interdependent activities through the schedule network that establishes the minimum overall project duration and contains no float.

D. Float: Measure of leeway in starting and completing an activity.

1.3 SUBMITTALS

A. Schedule of Values (SOV): Submit a schedule of values (SOV) with a breakdown of all major work activities for which progress payments will be requested. The SOV should identify the park, project title, contract number, and Contractor name. In addition, the SOV must also include the following columns (at a minimum): Item #, Activity Description, Total Contract Value ($), Previous Pay Applications ($), Work this Period ($), % Complete (%), and Balance to Complete ($). The SOV must also have a total value for all ($) columns.

Ensure each portion of work or activity is assigned to the appropriate Contract Line Item (CLIN), Bid Option, or Contract Modification. Ensure an updated SOV is submitted with each invoice.

CONSTRUCTION SCHEDULE (01 32 16) Page 2 of 2

Ensure the SOV is updated with each contract modification. Failure to submit an accurate SOV reflecting the work completed at the time of invoice submission may delay invoice approval.

B. Construction Baseline Schedule: Submit a construction baseline schedule with all major work activities. At a minimum, the schedule must have the following information:

• Milestone: Contract Award (actual date)

• Activity: Permit Applications & Approvals, if applicable

• Activity: Division 01 Plan Preparation & Review

• Milestone: Preconstruction Meeting & Notice to Proceed (anticipated)

• Activity: Material Submittal Preparation & Review

• Activity: Material Purchasing & Delivery

• Activity: Initial Invasive Species Inspections & Field Mobilization

• Activities: All Major Work Activities (with start and end dates) with critical path identified

• All Federal and State Holidays.

• Activities: Testing and Service Interruptions

• Milestone: Pre-Final Inspection (at Substantial Completion)

• Activity: Punchlist Completion (within 30 days after Substantial Completion)

• Milestone: Final Inspection (within 30 days after Substantial Completion)

• Activity: Field Demobilization (after all field work is complete and accepted)

• Activity: Preparation of Final Closeout Documents

• Milestone: End Contract Period of Performance

MS Project is the preferred computer software for developing a construction schedule; however, the NPS will accept any format that relays the requested information and can be easily updated and understood. No work shall be performed or shown on weekends, state, and federal holidays.

Ensure coordination of the work with subcontractors and vendors in the development of the construction schedule and schedule updates.

C. Construction Schedule Updates: Submit updates to the construction baseline schedule: 1) when requested, 2) when there is a change to the critical path, 3) when the previously approved schedule is no longer accurate, or 4) when there is a change to the contract such as a modification.

Construction schedule updates must be approved in advance of the Work.

D. Look-Ahead Schedule (Optional): The Contractor may submit a 1-3 week look-ahead schedule at the beginning of each week to notify the NPS of planned work and potential disruption to park operations. The look-ahead schedule typically shows proposed work planned for each day of the week. The look-ahead schedule does not need to be approved, but it must be consistent with the approved schedule. If the look-ahead schedule is not consistent with the approved schedule, submit a construction schedule update for approval. The look-ahead schedule can be submitted in any format, but weekly / monthly calendar view seems to work well.
