About this file
This is a Request for Proposal (RFP) addendum issued by the Tarrant Regional Water District (TRWD) in Fort Worth, Texas, for the Clearfork Striping project. TRWD seeks qualified contractors to install trail striping along the Clearfork branch of the Trinity River, including centerline, edge, and other striping elements according to construction documents prepared by Kimley Horn. The project encompasses the trail section from Highway 183 on the west to where the Clearfork branch meets the Westfork Branch, with the section along the west bank within Trinity Park between the W 7th Street bridge and the I-30 bridge designated as a separate phase. A non-mandatory pre-proposal meeting is scheduled for July 28, 2026, at 11:00 a.m. via Microsoft Teams. Proposals must be submitted electronically through the procurement portal by 2:00 p.m. on Wednesday, August 19, 2026, with the contractor selection date set for September 15, 2026. The project must be completed by December 30, 2026. Contractors must provide a comprehensive safety plan for trail closures and user reroutes, materials options suitable for Texas climate conditions, and weekly progress updates throughout the project duration.
Award decisions will be based on weighted evaluation criteria: Price (40%), Experience, Qualifications, and References (30%), Project Approach (20%), and Project Schedule (10%). For proposals exceeding $50,000, bidders must submit a bid bond of at least two percent of the total bid amount issued by a surety legally authorized to do business in Texas. Minimum qualifications require three successfully completed similar projects with documented references. Contractors are responsible for providing all materials and labor, developing site safety programs, environmental compliance monitoring, and waste management. The District does not fall under the federal Davis Bacon Act but requires compliance with Texas Government Code Section 2258.022. Form 1295 (Certificate of Interested Parties) must be completed if the contract value exceeds $150,000. Proposals will remain subject to acceptance for 90 calendar days after opening, and the District reserves the right to reject any proposal that does not meet criteria or to waive formalities and technicalities as deemed appropriate.

1. 1. .......................................................................... INTRODUCTION
1.1. 1.1. .......................................................................................... SUMMARY
Tarrant Regional Water District is seeking proposals for Clearfork Striping. Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/trwd
Proposals are due no later than 2:00 pm on Wednesday, August 19, 2026.
1.2. 1.2. ..................................................................................... BACKGROUND
The Tarrant Regional Water District (TRWD) has provided quality water to its customers, implemented vital flood control measures and created recreational opportunities for Tarrant
County residents and communities for more than one hundred (100) years.
TRWD is led by a publicly elected five (5) member board and owns and operates four (4) major reservoirs including Lake Bridgeport, Eagle Mountain Lake, Cedar Creek Reservoir and Richland
Chambers Reservoir. TRWD has constructed over two hundred and fifty (250) miles of water pipelines, multiple pump stations and a two-thousand-acre wetland water reuse project augmenting water supplies for the area. TRWD also maintains twenty-seven (27) miles of floodway levees and more than one hundred (100) miles of Trinity River Trails.
TRWD’s transmission pipelines, ranging in diameters of 72 inch through 108 inch, convey water from its water supply sources Richland-Chambers Reservoir, Cedar Creek Reservoir and Lake
Benbrook, through several lake and booster pump stations including balancing reservoirs along the way. The raw water is delivered directly to customer water treatment plants supplied by
TRWD’s pipelines, as well as to terminal storage reservoirs (Eagle Mountain, Lake Benbrook, and Lake Arlington) through pressure reducing outlets.
