About this file

This document is a Performance Work Statement (PWS) that details the requirements for the disposal of municipal solid waste (MSW) and construction and demolition debris (C&D) generated at Clear Space Force Station (CSFS) in Alaska.

The PWS outlines that CSFS produces approximately 200 tons of MSW and C&D per year, with fluctuations based on the construction season. The contractor must dispose of this waste in a landfill approved by the Alaska Department of Environmental Conservation (ADEC) and provide CSFS with documentation of the landfill's permit, inspection reports, and weight certificates. The contractor must also establish a transfer point within 15 miles of the CSFS main gate where the contractor will take full responsibility for the waste.

The related federal contract opportunity is a pre-solicitation notice for the upcoming solid waste removal requirement at CSFS. The 354th Contracting Squadron at Eielson AFB is conducting market research and requesting responses from interested parties.

Municipal Solid Waste (MSW) and Construction & Demolition Debris (C&D)

Disposal

Performance Work Statement

Clear Space Force Station, Alaska

6 August 2024

1.0 INTRODUCTION

This statement of work (SOW) details the requirements for the disposal of the municipal solid waste (MSW) and construction and demolition debris (C&D) generated at Clear Space Force Station (CSFS). The services provided to CSFS by the contractor will be continuous and ongoing. A schedule will be established that maintains adequate solid waste storage at the facility and meets facility operating requirements.

1.1 INSTALLATION DESCRIPTION

CSFS is located approximately 80 miles southwest of Fairbanks, Alaska on the George Parks Highway.

Clear SFS collects refuse in twenty-five 8 cu yd dumpsters around the installation. The solid waste from the storage containers is collected in a 18 cu yd garbage truck and transported to the dump or delivery point.

2.0 MSW AND C&D GENERATION

CSFS produces approximately 200 tons of MSW and C&D per year which equates to approximately 4 tons per week. The table below provides a 5-year average (2019-2023) by month.

Month Refuse (tons) January 14.0 February 13.4 March 14.8 April 14.8 May 15.9 June 15.8 July 16.0 August 17.2 September 16.1 October 15.9 November 14.2 December 14.7

Additional MSW and C&D may be produced by construction projects that occur on the installation. Any waste NOT transported for disposal by CSFS personnel is solely the responsibility of the contractor producing and transporting the waste. Costs and fees associated with construction projects will be paid separate from this contract. The generation of additional MSW and C&D fluctuates seasonally to coincide with the typical construction season occurring between May and October each year.

3.0 CONTRACTOR REQUIREMENTS

This section details the requirements of the Contractor to dispose of MSW and C&D from CSFS.

3.1 DISPOSAL

In accordance with Air Force Manual (AFMAN) 32-7002 on waste management, CSFS will arrange for disposal of all government generated solid waste from CSFS in a landfill approved by the Alaska Department of Environmental Conservation (ADEC). To this end, the landfill used by the contractor must meet these requirements and shall hereby be required to perform and provide the following:

To ensure compliance with AFMAN 32-7002 Chapter 6, the municipal solid waste disposal section of the AFI, upon written request, the Contractor shall provide CSFS Environmental Services with sufficient

Update to: AFMAN 32-7002 Chapter 6 documentation to validate a current solid waste disposal permit issued by the ADEC. A copy of the permit certification acceptance cover letter stating that the contractor’s landfill is permitted, provided the cover letter is on ADEC letterhead; along with a copy of the signed permit signature page; will be accepted as sufficient documentation and meet the require of this paragraph.

Upon written request, the contractor shall provide CSFS Environmental Services with a copy of all ADEC inspection reports that were performed within the prior 36 month period, unless a copy was already provided under a previous request. This is to be done within thirty days of the written request.

The contractor shall provide CSFS with copies of weight certificates for each dump or delivery made by CSFS to the landfill.

The contractor shall allow the Space Force or personnel designated by the Space Force to inspect the landfill. These inspections will be scheduled with the contractor’s management at least one week beforehand, and will be conducted during the landfill’s established and regular business hours.

The contractor will establish and provide the government with access to a transfer point at a mutually agreed upon location no more than 15 miles from the Clear Space Force Station main gate. The transfer point will be where the contractor shall weigh each dump or delivery and is the location at which the contractor takes full responsibility for the waste.
