| Award Data | Description |
| 1. Single Source Justification Criteria | 505 DM 2.14 , B(4): unique qualifications (technical expertise). |
| 2. Recipient or Type(s) of Eligible Recipients | ESSA Technologies, Ltd. |
| 3. Award Amount | $259,778 |
| 4. Overview - Specific or Generic | The goal of this project is to develop an operational plan for the Environmental Water Program (EWP) acceptable to all parties and to evaluate re-operation of Whiskeytown Dam to release a biologically beneficial, geomorphologically significant pulse flow on Clear Creek. Additional supporting work includes: development of geomorphic and biological effectiveness monitoring plans and implementation of the monitoring within them if the pulse flow is implemented. These flows will provide habitat benefits for fall-run Chinook salmon and federally listed spring-run Chinook and steelhead trout, consistent with the NMFS OCAP Biological Opinion, June 2009. As part of the multi-group Clear Creek pilot pulse flow project , ESSA will provide services pertaining to project management and be the lead sub-recipient for technical facilitation, in-season operational plan development, in-season technical toolkit development, workshop facilitation, and preparation of the final technical memo. ESSA has been thoroughly involved in previous Clear Creek projects for 12 years. ESSA is uniquely qualified to continue leading the Clear Creek pulse flow process for the follwing reasons: 1) they have authored 4 studies/reports that are the foundation of the project that is the funding source for this award; 2) they have developed key operations models that are needed to complete this pulse flow project; 3) they have been involved with and leading the process for 12 years; 4) USFWS received the CalFed grant with the understanding that ESSA would be a sub-recipient and would lead the Clear Creek pulse flow project; 5) this contract is part of the next stage of a multistage process that ESSA has been involved with since the beginning.Additionally, ESSA is highly respected for its ability to work with local, regional and national scientists to faciltitate, and negotiate highly complicated and contentious technical issues. It would be inefficient, uneconomical, and impractical to use any other sub-recipient, as they would not possess the necessary knowledge, specialized expertise, and history with pulse flows on Clear Creek and if hired would have to spend significant amounts of time coming up to speed, and may not ever be able to fill the same role as ESSA. The period of performance of the project is initially scheduled for five years. This award will be made via a grant or cooperative agreement. |
