About this file
This is a specification document for the renovation of the CLC (Community Living Center) Recreation and Dining Area at James J. Peters VA Medical Center in Bronx, New York (Project #526-14-115). The project comprises 100% construction documents and includes three primary bid items: General Construction, Electrical Work, and Mechanical Work.
The scope encompasses complete demolition and renovation of Building 106's recreation and dining facilities across four phased construction stages (Phase I through IV), with work including structural modifications, mechanical and HVAC systems, plumbing and sanitary installations, electrical and telecommunications systems, fire protection systems, and interior finishes such as flooring, ceiling, wall coverings, and painting. The facility must remain operational 24/7 during construction, requiring the contractor to develop a detailed phasing plan with interim life safety measures, coordinate work to minimize disruption to medical center operations, maintain existing utility services, and implement comprehensive infection control and dust containment procedures. Key administrative requirements include submission of an Accident Prevention Plan 15 calendar days before the preconstruction conference, Activity Hazard Analyses for each work phase, designation of a Site Safety and Health Officer and Competent Persons, OSHA 30-hour training certification for safety personnel, photographic documentation with interactive digital indexing throughout construction, as-built drawings in electronic format, maintenance and operating manuals for all equipment, and formal operator training by factory-trained representatives. The contractor must also obtain security clearance, comply with VA security protocols including badge requirements and key control procedures, provide construction and safety signage, and maintain performance documentation including testing, commissioning plans, and final elevation photographs.
