About this file
This document is a Justification for Sole Source Small Purchase Action prepared by contracting officer Lauren Anne Scripps, dated June 16, 2025.
The acquisition is for a Clausing Cylindrical Grinder on a brand name only basis. The contracting officer determined that competition is impractical and has justified the sole source procurement by citing the requirement for equipment compatibility and operational efficiency. The supporting documentation indicates that the Apprentice Program at Hudson Valley Community College utilizes Clausing machines extensively in training apprentices on clausing machines. Since apprentices receive their initial training on Clausing equipment, the agency determined that purchasing the same brand would eliminate additional training requirements, reduce programming and operator training costs, and maintain consistency among the five small Clausing grinders already in use. The procurement will be accomplished by soliciting available distributors rather than through direct negotiation on a noncompetitive basis. Legal review was waived as of May 5, 2025 under the TPP Revision. The estimated cost of the acquisition is redacted in the document.
