About this file
This is an Additional Clauses document for a Maine state and local contract opportunity for Regular BRM Envelopes with Green Ink for Aspire, Skowhegan. The contract includes an extension clause permitting the State Purchasing Director to extend the contract period beyond the indicated expiration date with contractor consent, with a maximum total contract period not to exceed three years. The document establishes that vendor past performance may be considered as a factor in the award decision.
The pricing terms allow for an overrun not to exceed 3% of the contract value. A recycled content price preference is available for bidders offering paper or paper products containing a minimum of 30% post-consumer recycled material that fall within 10% of the lowest bid meeting all other specifications; qualifying bids may receive up to a 10% price preference. Bidders must explicitly indicate in their solicitation response if they are bidding recycled paper products and must disclose the recycled content percentage in the comments section to be considered for this preference.
