About this file

This is a contract clauses document for the State of Maine's "Books by Mail Library Rate Labels" procurement. The document outlines supplementary contractual terms governing the solicitation and award process. The contract period may be extended beyond the initial expiration date at the discretion of the State Purchasing Director with contractor consent, provided the total contract period does not exceed three years. Vendor past performance is identified as a potential factor in award determination.

Pricing flexibility is permitted within defined parameters, with contract overruns capped at 3 percent of the base award amount. A recycled content preference is available for paper and paper products containing a minimum of 30 percent post-consumer recycled material; qualifying bids within 10 percent of the lowest compliant bid may receive up to a 10 percent price preference adjustment. Vendors offering recycled paper products must explicitly identify this in their bid submissions and disclose the recycled content percentage in the solicitation response comments section to be considered for the preference.
