DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1) a Quote on company letterhead detailing the item description, unit price per item, discounts for trade-ins, total price and valid for at least 60 days after receipt of quote; and 2) FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATION-COMMERCIAL GOODS AND COMMERCIAL SERVICES; The Representation and Certification section must be completed electronically in the System for Award Management (SAM) website at www.sam.gov.

REJECTION OF QUOTATION: Failure to demonstrate compliance will be caused to reject the quote without further discussions. All responsible sources may submit an offer and will be considered.

AGAR Clauses 452.204-70 Modification for Contract Closeout

As prescribed in USDA’s Contracting Desk Book 404.804 and 413.302-5, insert the following clause:

MODIFICATION FOR CONTRACT CLOSEOUT (DEVIATION JULY 2022)

“Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR part 13,

(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.”

QUOTED PRICE MUST INCLUDE: any delivery costs as well as any applicable duties, brokerage, or customs fees.

DELIVERY DUE DATE: The Government requires delivery on or before 120 ARO, however, each offeror shall include their proposed delivery schedule as part of their quotation.

PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer.

Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting quotation. You may register online at www.sam.gov. Any amendment and documents related to this procurement will be available electronically at the Internet site: http://www.SAM.gov.

The government anticipates award of a firm fixed priced contract resulting from this solicitation to the responsible offeror whose offer conforms to the specifications that will be the most advantageous to the government in accordance with FAR 13.106-2. Responses shall include technical specifications, descriptive material and capabilities of the offeror’s equipment. Offerors shall identity where the offered item meets or does not meet each of the Government's functional and performance minimum specifications listed herein.

FAR 52.212-2, Evaluation-Commercial Products and Commercial Services, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement including delivery date; (ii) past performance; and (iii) price, based on F.O.B. Destination. Award will be made based on overall BEST VALUE to the Government.

SPECIFICATIONS

Poultry Feed Mixer Containment Device

1. Introduction: Scientists at the US National Poultry Research Center conduct food and feed safety experiments involving the mixing of feed with fungal metabolites (mycotoxins) to assess the effects of the compounds on poultry species. A feed mixer for this process has been procured and a soft-walled, HEPA-filtered containment device over the feed mixer is needed.

2. Scope: The Contractor shall provide a soft-walled, HEPA-filtered containment device able to offer containment over poultry feed mixer to prevent dust from leaving the vessel while mixing. The containment unit must fit over a Ross Mixer 42N-10 model and allow for access to mixer controls, knife gate discharge valve mechanism, hinged doors on top of unit and access to and from feed discharge area while maintaining containment (negative pressure).

3. Technical Requirements: Poultry feed mixer containment unit for Ross Mixer 42N-10 model. Specifications: Containment unit must encompass a Ross Mixer 42N-10 model while allowing contained access to top, sides and front of feed mixer. Containment unit must be negative pressure as it relates to surrounding outside environment to contain dust created within the feed mixing process. Containment unit must be a 100’’x 48’’x 96’’ soft-walled containment unit with 20 ml clear urethane film, 1 ½’’ anodized aluminum frame, supply and exhaust HEPA filtered air with blower motors. HEPA filters/HEPA filter housings must allow for the HEPA filters to be certified. If containment unit has supply and exhaust motors for HEPA filters, an interlock is needed so that unit is not positively pressurized if exhaust motor fails. Containment unit must have soft-walled ceiling, walls and floor and have a magnehelic gauge that displays differential pressure (negative)/directional airflow. HEPA filter blower motor must run on 120V power. Containment unit must have four gas-tight zipper doors at sides (2), top (1) and front (1). Containment unit must come with control panel, attachment for power cord and installation included and also include containment port for mixer power cord. Containment unit must have 54’’x 33’’zipper door opening on front with gas-tight zipper to accommodate entry and exit of feed bin when mixed feed is discharged from mixer unit. Feed bin will be on wheels and there must not be a conflict with the 54’’x 33’’ opening on front with frame that would prevent feed bin from being pushed in and pulled out from under mixer gate valve where mixed feed will be disbursed. This front 54’’x 33’’ door must have hinges on one side and a latch on the other to allow the frame to open outward by unsnapping snap loops or similar and then allow access to unzip the front zipper door to push/pull the feed bin in and out without conflict. Containment unit must have 46’’ x 46’’ openings on both sides of containment unit with gas-tight zippers to access controls and motor on poultry feed mixer. Containment unit must have 54’’ x 33’’ opening on top of containment unit for accessing hinged doors on poultry feed mixer that does not create a conflict with auger that will be used to load feed. HEPA filter and blower motor must not be on top/roof of containment unit, as that will create conflict with top of mixer doors and feed auger. Containment unit must also have integrated glove port with gloves or similar design to operate knife gate discharge valve handle without having to open containment unit or gas tight zipper.
