About this file
This is Amendment 1 to a Justification for an Exception to Fair Opportunity (JETFO) dated January 23, 2026, modifying an approved JETFO from January 13, 2026.
The amendment extends the period of performance for five existing Information Assurance/Mission Assurance and Life Cycle Management Program Integrated Data Environment (LCMP-IDE) acquisitions awarded to Booz Allen Hamilton (BAH) in support of the United States Air Force Material Command Air Force Lifecycle Management Center (AFMC). The original JETFO approved a 12-month base period, one 12-month option period, and a six-month extension of services clause for each of five separate acquisitions. This amendment adds three additional 12-month option periods to each acquisition, extending the total period of performance from approximately 30 months to 54 months (a 12-month base period, four 12-month option periods, and a six-month extension). The contract covers five Air Force requirements: Executive Aircraft Division, Bombers Directorate B-52/B-1 and Weapons Loading Community, Propulsion Directorate, Tanker Support Systems Program Office, and Legacy Training Aircraft Division and C130 LCMP Support.
The justification for the extended period stems from significant operational developments requiring additional time to transition from a sole-source requirement to a competitive contract type, including the largest operational growth of the Presidential mission with new platform acquisition, continued aging VC-25A aircraft challenges, and security clearance requirements that necessitate approximately two years for transition planning and infrastructure development. A Modular Open System Approach (MOSA) strategy will be implemented during the extended period to break vendor lock-in and establish competitive acquisition capabilities. The amendment was approved by the Senior Procurement Executive of GSA's Office of Government-wide Policy on February 2, 2026.
