About this file
This is a Justification and Approval (J&A) document for other than full and open competition, issued by the United States Air Force for an Enterprise-Wide Class procurement action supporting the 448th Supply Chain Management Wing (SCMW) at multiple Air Force bases: Tinker AFB (Oklahoma), Robins AFB (Georgia), and Hill AFB (Utah). The estimated contract cost is $55,000,000.00 with a maximum ceiling value covering a 10-year period from November 2019 through November 2029, or until the dollar threshold is reached. International Enterprises Inc. has been identified as the sole source provider for performance-based repair, overhaul, or re-manufacture of commercial and noncommercial items identified in Attachment A, covering National Stock Numbers (NSNs) applicable to various U.S. Air Force air and ground weapon systems and platforms.
The J&A justifies sole-source acquisition authority under 10 USC 2304(c)(1), citing four primary factors that limit competition: inadequate government technical data for certain repair methods; lack of government use-rights to necessary technical data; sufficiency of technical data to establish qualification requirements but no additional approved sources; and requirement for specialized and unique equipment available only to the current repair source. Market research was conducted through a Sources Sought Synopsis posted February 28, 2019 (FA8206-19-SSSCJA), with interested vendors failing to submit required qualification packages or demonstrating inability to provide necessary data. Business rules have been established for use of this Class J&A, including a two-step authorization process: prior to solicitation and prior to contract award. Contracting activities must complete authorization requests and forward Class J&A Usage Forms to the 429th Supply Chain Management Squadron for tracking. Individually issued Firm-Fixed-Price (FFP) contracts with Indefinite Delivery Indefinite Quantity (IDIQ) or definitive quantity options may be established utilizing this authority, subject to the constraint that use is limited to the award value of individual contract actions with any overages requiring coordination through 429 SCMS/GUMAB.
