About this file

This is a standard claims and requirements document issued by the Massachusetts Department of State Police for RFQ F09 CLT09 regarding Salomon Boots procurement. The document outlines the Department's evaluation and award methodology for the quotation process, establishing that the Department may select quotes demonstrating best overall value, including proposed alternatives that achieve procurement goals. The Department reserves the right to negotiate changes to any element of contract performance or cost with selected bidders if such modifications result in lower costs or improved value compared to the original quote submission. Additionally, the Department retains discretion to award bids either as a complete package or on an individual item basis, whichever provides the greatest value to the Commonwealth. The document explicitly prohibits acceptance of late bids.

The procurement evaluation emphasizes value-based selection rather than lowest-price-only criteria, allowing the Department flexibility in negotiations post-award to optimize expenditures and contract outcomes. No additional pricing terms, set-asides, incumbent information, funding sources, or contract duration details are specified in this document, as it primarily addresses procedural requirements and the Department's reserved rights in the bidding and award process.
