About this file

This is a claims and requirements document from the Massachusetts Department of State Police governing the evaluation and award process for an RFQ for ATAC 2.0 Storm Boots scheduled for March 2026. The procurement allows the Department to select quotes demonstrating best overall value, including proposed alternatives that achieve the procurement's goals. The document specifies that the Department and selected bidder(s) may negotiate changes to any element of contract performance or cost from the original RFQ or the bidder's quote if such changes result in lower costs, improved cost-effectiveness, or better overall value. No late bids will be accepted under this solicitation.

The Department of State Police reserves the right to award bids either as a whole or on an individual item basis, whichever represents the best value to the Commonwealth. The procurement framework emphasizes flexibility in negotiations while maintaining strict adherence to submission deadlines and a commitment to achieving optimal value for the state.
