About this file
This is a Claims and Requirements document for the Massachusetts Department of State Police detailing procurement standards for an RFQ for Metal Whistle-Whistle Ring Gold-Gold Handcuff Key items. The document outlines the Department's evaluation methodology and selection criteria for bidders submitting quotes.
The Department of State Police reserves the right to select quotes demonstrating best overall value, including consideration of proposed alternatives that achieve procurement goals. The Department may negotiate changes to contract performance or cost elements with selected bidders to achieve lower costs or improved value compared to original quotes. Awards may be made on a whole-bid or individual-item basis, whichever provides the best value to the Commonwealth. The procurement explicitly prohibits acceptance of late bids and specifies that when manufacturer and model are identified in the bid, no alternatives will be accepted.
