About this file
This is a Claims and Requirements document for the Massachusetts Department of State Police related to Request for Quote (RFQ) F09 CLT09 5.11 for Boots procurement. The document establishes the evaluation and award criteria for the bidding process, indicating that the Department will select the quote(s) demonstrating best overall value, including consideration of proposed alternatives that align with procurement goals. The RFQ permits award on either a whole-bid or individual item basis, whichever provides the greatest value to the Commonwealth. Late bids will not be accepted under any circumstances.
The Department of State Police reserves the right to negotiate changes to contract performance or cost elements with selected bidders to achieve lower costs, improved cost-effectiveness, or enhanced value compared to original quotes. When manufacturers and models are specified in the bid requirements, no alternative products will be permitted. This framework prioritizes cost-effectiveness and value optimization while maintaining strict adherence to specifications and submission deadlines.
