About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for contract FA460824C0002 for Claiborne Range Support Services. The Department of the Air Force 2d Contracting Squadron plans to issue a 3-month firm-fixed price bridge contract to the incumbent contractor, DPG Services JV LLP, from April 1, 2024 to July 31, 2024. This is due to the necessity of ensuring continued support of 307 OSF requirements at the Claiborne Range. The current contract expires on March 31, 2024, and a new competitively awarded contract is anticipated to begin on July 1, 2024. The pricing for the bridge contract will mirror the previous competitively awarded contract, and is deemed fair and reasonable. A sources sought notice was posted in April 2023, which resulted in multiple vendors expressing interest in the follow-on requirement.

I. Agency and Contracting Activity.

Department of the Air Force 2d Contracting Squadron Barksdale AFB, LA 71112

II. Nature and/or description of the action being approved.

DPG Services LV LLP is the incumbent contractor for the Claiborne Range Support Services contract, FA460819C0003, which expires 31 March 2024. The intent is to issue a Firm-Fixed Price single award follow on bridge action. The bridge action period of performance will be a 3-month base to extend performance from 1 April 2024 through 31 July 2024.

III. Description of supplies/services required to meet agency needs.

The current Claiborne Range contract, FA460819C0003, is a service contract that provides range support services. The current contractor, DPG Services JV LLP; will continue to provide all necessary labor, supervision, equipment, supplies, and materials to support the Claiborne Range requirement.

IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.

The justification for restricting competition is in accordance with 10 USC 2304(c)(l), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This action will be made on a sole source basis for the period of 1 April 2024 to 31 July 2024 due to the necessity of ensuring continued support of 307 OSF requirements. The sole source action will allow Claiborne Range to continue to receive range support, provide sufficient time to coordinate appropriate reviews and clearance approvals of award from 2 CONS/PKA, and account for time needed to address any potential protest that may arise in the award process of the recompete.

The current contractor, DPG Services JV LLP, has held the contract since 2019 and has all parts and equipment on site to continue performing this contract. Processing the bridge action for the incumbent is necessary to maintain current workload requirements until 2 CONS/PKA's new contract is awarded competitively. Without an active contract in place, 307 OSF and Claiborne Range will not have the capability of providing range operations for multiple wings and joint mission partners. The current contract expires on 31 March 2023 and 2 CONS/PKA anticipates a new contract being in place with a period of performance to begin approximately 1 July 2024.

V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under

FAR 5.202 applies.

Based on the rationale in Section IV above, it is not practicable to solicit additional sources for this immediate requirement. 2 CONS/PKA posted a Sources Sought for industry feedback on the new requirement in April 2023, which resulted in multiple vendors communicating interest in submitting proposals for the follow-on requirement once a solicitation is posted.

VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Pricing proposed under the three month bridge action will mirror those proposed under the competitively awarded FA460819C0003 and are therefore deemed fair and reasonable.

VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was not conducted for the bridge action follow on contract but was conducted for the Claiborne recompete.

2 CONS posted a Sources Sought to the SAM website in April 2023, regarding the pending Claiborne contract. The team received three responses from industry.

IX. List of any sources that expressed, in writing, an interest in the acquisition.

A competitive source selection is being conducted with anticipated award by 30 May 2024.
