About this file
This is a Market Survey document for a pre-solicitation regarding elevator modernization at C.J. Brown Dam and Reservoir in Springfield, Ohio. The project requires complete removal and replacement of electrical and mechanical components for a 1,200-pound capacity elevator with a 50-foot travel distance across four floors. Key work includes replacing the controller with an industry-standard microprocessor unit in a NEMA 4 enclosure, replacing the hoist machine and motor, installing a code-compliant car operating panel with stainless steel fixtures and monitored phone, replacing hall fixtures and hoistway components, and performing final inspection and load testing per ASME standards. The contract is estimated between $250,000 and $500,000 with a 180-calendar-day duration and a NAICS code of 333921 (Elevator and Moving Stairway Manufacturing). Small business respondents must demonstrate bonding capacity, at least three relevant past performance projects completed within the last five years, experience with similar-scope elevator modernization projects, ability to self-perform at least 15% of contract costs with company employees, and provide detailed information including UEI, CAGE code, and contractor references. All responses must be submitted by July 28, 2026, at 3:00 PM Eastern Time via the authorized online survey form at https://forms.osi.apps.mil/r/6HBYAHBpB9.
